About The Position

Experienced professional with proficient knowledge of job area and practical knowledge of project management. May manage projects or processes with general supervision. Communicates with contacts inside and outside of own department to explain and interpret operational processes, practices, and procedures. Recommends enhancements to systems and processes. Works to achieve operational targets for specific programs and projects with moderate impact on departmental results.

Requirements

• Bachelor’s Degree and minimum 4 years of prior relevant experience. Graduate Degree and a minimum of 2 years of prior related experience. In lieu of a degree, minimum of 8 years of prior related experience
• Active FAA public trust clearance

Nice To Haves

• Proficient with Microsoft Office Suite (Outlook, Word, Excel, including pivot tables and V-lookup, PowerPoint, etc.)
• Demonstrated ability to communicate effectively
• Capable of working independently with minimal supervision
• Strong negotiation abilities

Responsibilities

• Responsible for the procurement of subcontracts including the management of cost, schedule and performance parameters
• Implement sourcing strategies, assesses supplier risk (including financial) and develops mitigation plans
• Develops subcontract specifications, work statements, and terms and conditions for the procurement of specialized materials, equipment, and/or services. Prepares bid packages, conducts bidders' conferences, analyzes and evaluates proposals, negotiates subcontract provisions, selects or recommends subcontractors, writes awards, and administers resulting subcontracts
• Negotiates and coordinates additions, deletions, or modifications to subcontracts
• Participates with contracts administration and purchasing to develop subcontract policies and procedures
• Select methods, techniques and evaluation criteria for achieving goals and objectives. May sign supplier agreements and purchase orders within established authority
