About The Position

Responsible for reviewing federally funded procurement documentation, managing audit and reimbursement processes, and ensuring alignment with applicable regulations. This role collaborates across departments to identify compliance gaps, support risk mitigation, and maintain regulatory integrity in procurement operations.

Requirements

  • Knowledge of 2 CFR 200 (Uniform Guidance) and federal procurement standards
  • Practical application of FEMA, COR3, HUD, DOE and other federal oversight agency requirements
  • End-to end understanding of the procurement lifecycle under federally funded programs
  • Strong ability to support submission of Requests for Reimbursements (RFRs) and related Requests for Information (RFIs)
  • Strong ability to research, interpret and apply, applicable state and federal regulation, including federal grants’/cooperative agreement’s policies, procedures, guideline, and guidance memoranda.
  • Excellent verbal and written communication skills in both English and Spanish with the ability to translate complex regulatory language into practical guidance and collaborate effectively with stakeholders across the organization.

Nice To Haves

  • Bachelor's degree in Business Administration, Public Administration or related field
  • 5 years' experience with Federal Grants and Cooperative Agreements, and working with data collection, analysis and interpretation.
  • Experience working with Federal Emergency Management Agency (FEMA (Public Assistance), the U.S. Department of Housing and Urban Development (HUD), the Central Office for Recovery, Reconstruction and Resiliency (COR3, the Department of Energy (DOE), and/or other federal oversight agencies to support procurement compliance, funding documents, policies, and SOP creation and implementation.
  • Experience leading or collaborating with small projects.
  • Experience as matter-expert and asset resource to provide support to internal/external clients.
  • Additional experience may substitute for required education when it aligns with the competencies and knowledge necessary for the role: Associate’s degree in a relevant field may substitute when accompanied by a minimum of 8 years of experience performing similar functions and at least 5 years of experience performing a previous positions as Specialist role. High School or equivalent (GED) when accompanied by a minimum of 10 years of experience performing similar functions described and at least 8 years of experience in performing a previous Specialist role.
  • Professional certification is preferred (e.g., CPSM, CSCP, PMP, FEMA ICS, CGMS, CPA, CFE)

Responsibilities

  • Supports documentation and memorandum requests for Requests for Reimbursement (RFR) and Requests for Information (RFI) submissions to the Central Office for Recovery, Reconstruction and Resiliency (COR3, and the Federal Emergency Management Agency (FEMA, and other applicable federal oversight agencies, ensuring accuracy, completeness, and timely delivery.
  • Supports internal and external audit processes by providing required documentation and tracking the resolution of findings to closure.
  • Provides expertise in Federal Funding requirements to support effective solutions through the end-to-end procurement lifecycle; coordinates with Compliance to address compliance gaps; and develops reports with findings and mitigating and/or corrective actions.
  • Collaborates with internal stakeholders to embed federal regulatory requirements into procurement and operational processes, ensuring consistent compliance.
  • Monitors compliance and process effectiveness in federally funded procurement documentation to ensure alignment with policies and continuous improvement.
  • Delivers training and guidance to stakeholders to enhance understanding and adoption of best practices.
  • Follows established company policies, procedures, and standards to ensure full compliance with applicable laws and industry regulations; supports the Policies and Procedures Unit in their review and update of the Department’s policies, procedures, and templates to align with applicable federal requirements and monitors federal and state regulatory changes to recommend necessary policy adjustments.
  • Participates in storm restoration tasks and assigned drills to contribute to the safe and reliable recovery of services.
  • Performs additional tasks aligned with role expectations and qualifications to support team goals and operational flexibility.
