About The Position

The Contracts Capture Specialist is responsible for administrating government contracts and subcontracts on which LCI is the prime, including fulfilment of orders under those contracts, and professional/managerial support to ensure compliance with the FAR, DFAR, U.S. AbilityOne Commission policies, procedures and other applicable contractual terms. Coordinate with internal and external personnel to facilitate responses to solicitations and request for proposal/quote. Perform specialized tasks from pre-award to close-out as assigned by the Contracts Manager. Conduct extensive data analysis on various contract related areas such as sales, pricing, inventory, and product usage, existing and potential.

Requirements

  • Bachelors Public or Business Administration, Legal Studies or related field preferred.
  • Minimum 5 years of applicable business experience.
  • 3 years’ experience administering government contracts or subcontract required.
  • Specific experience and/or training relevant to the Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulations Supplement (DFARS), GSA and DLA preferred.
  • Strong office administration skills.
  • Strong computer skills with Windows programs and must be extremely proficient in Excel and other data base applications.
  • Must be able to learn company’s ERP system.
  • Familiar with various tools and systems used in managing and monitoring contract performance as well as capturing contractor and contract data in the course of performing daily duties to include but not be limited to WAWF; Federal Procurement Data Base (FPDS); SAM.gov; CPARS.

Responsibilities

  • Coordinate the administration of federal government contract or subcontract from Pre-award to Post-Award in partnership with the Contracts Manager and other staff. Supplementing the technical assistance provided by the Contracts Manager regarding compliance against contractual terms.
  • Assist proposal development and operations staff to produce competitive and responsive proposals.
  • Act as GSA schedule administrator, and coordinate with the parties with contracts tied to our MAS schedule.
  • Monitor eBuy, SAM.gov and other government platforms.
  • Collaborate with teams (internal and external) to facilitate and participate in the execution of pre-award and post-award contract administration activities to include, but not be limited to, facilitating review and responses to Solicitations/Allocation requests, Market Survey requests, and contract close out actions.
  • Execute and administer multiple Federal contracts and subcontracts, as assigned, ensuring all statutory, regulatory and contract requirements are appropriately flowed down to subcontractors and all activities are executed in accordance with established work instructions and applicable statutes, regulations, policies and procedures.
  • Maintain LCI information in databases such as the System of Award Management, “Sub-Contracting Self Certification”, and others and update bi-annually.
  • Assist the Contracts Manager in developing and executing an internal audit program to ensure compliance with all contract terms and conditions.
  • Produce required weekly, monthly, and annual reports and submit to GSA, DLA, NIB, and other government agencies in coordinating with the Contracts Manager.
  • Work with LCI’s departmental employees (e.g. Purchasing, Finance, Manufacturing, Distribution, eCommerce, Sales, Customer Service) to ensure on-time and compliant execution of customer orders.
  • Assist the Contracts Manager in providing pricing and product analysis on new and existing contracts on GSA Advantage, DOD E-Mall, and Global Supply to validate competitiveness of schedule prices while insuring LCI’s profitability goals are met.
  • Act as VSM and DIBBS administrator to manage user accounts and outstanding issues, ensuring all accounts are continually up to date and current.
  • Be a point of contact for federal government agencies for assigned contracts and GSA Schedules and demonstrate professionalism and good customer service skills when engaging external stakeholders.
  • Be proficient utilizing LCIs ERP system in the maintenance of orders, pricing and product information, includes, but not limited to entry of orders, resolving order records, pulling reports, researching contract information, and price list maintenance.
  • Facilitate pricing decisions and maintenance of pricing records in internal database in collaboration the Purchasing Department for all products offered under a contract vehicle to GSA, DLA, and other government agencies.
  • Work in cross functional teams with external and internal stakeholders on special projects as assigned.
  • Other duties as assigned. Employee may interact with CUI (Controlled Unclassified Information) and must obtain and maintain DOD Mandatory CUI Training Certification and follow LCI processes for CUI.
