About The Position

This position currently qualifies for a hybrid telework option with routine office and remote workday. The NC Department of Insurance trusts our employees to be self-motivated and successful in hybrid/remote roles. Telework options are subject to change at the discretion of management. Primary Purpose of the Position: This employee is responsible for developing continuing education courses for the Department. This employee will audit courses and provide a detailed report and if violations are observed relating to a provider or instructor follow the administrative/regulatory process to correct issues up to participating in administrative hearing to revoke their authority. This employee will supervise the Course Analyst. This employee is responsible for handling public records requests and special projects. This employee is responsible for outreach for the Department at the direction of management and oversee the annual internship program and will work closely with the Department's interns. This employee is responsible for participating in meetings and providing information relating to the Division’s third-party vendors and statistics for Division reports. This employee is responsible for overseeing the RFP process for licensing, testing, and continuing education. This employee is responsible for overseeing the annual 4/1 and 9/1 renewals as well as the NIBE late renewal renewals and RRG/RPG renewals. This employee is responsible for managing the CAT adjuster process. This employee is responsible for managing the division’s website section and making any necessary changes.

Requirements

  • Considerable knowledge of insurance principles and practices and department regulation.
  • Considerable knowledge of mathematics, including the fundamentals of statistics.
  • Considerable knowledge of insurance rate-making procedures and practices or policy contract and manual provisions.
  • Bachelor's degree in business or economics or a related program from an appropriately accredited institution and four years of experience in policy and rate examinations, underwriting, claims adjusting work, or financial/marketing analysis; or an equivalent combination of training and experience.

Responsibilities

  • Oversight of special projects including NCDOI Newsletters, trade journal articles, CAT adjuster process, and memorandums to licensees.
  • Participating in Task Force or Advisory Groups as assigned and for handling tasks resulting from these meetings.
  • Participate in speaking engagements throughout the state relating to various topics as they relate to ASD and NCDOI.
  • Assist the Deputy with vendor management by maintaining a log of all third-party vendors complaints and attending weekly/monthly meetings with vendors.
  • Maintain a vendor contract timeline for all third-party vendor contracts and establish a project timeline for Requests for Proposals for Licensing Services, Continuing Education, and Examination vendors.
  • Community outreach to assist in recruiting and training potential students who have an interest in working in the insurance industry in the community college system and other universities throughout the state.
  • Train students and other interested individuals with the information that they need to decide whether to become a producer, adjuster or work in the insurance industry.
  • Involved in speaking engagements, provide classroom training and meetings with liaisons in colleges and in the community.
  • Serve as a representative for the program and will provide workshops and speeches to clubs, professional groups, civic groups, college representatives and students.
  • Serve as a personal representative of the DOI, which includes attending seminars, meetings, or other scheduled programs on behalf of NCDOI.
  • Responsible for promoting and extending NCDOI services to citizens and students in the state by working closely with agents, providers, civil organizations, and college officials to explain departmental programs, agency operations and adjuster responsibilities.
  • Monitors and evaluates the Continuing Education courses and instructors.
  • Randomly attend continuing education classes and seminars for the purpose of evaluating approved curriculum and the effectiveness of the instructor.
  • Writes a detailed report on the course curriculum, instructor effectiveness and compliance with continuing education and pre-licensing education rules and statutes.
  • Responsible for establishing appropriate courses sponsored by the Department to meet the needs of the licensees to ensure that the licensees and adjusters are aware of the rules and statutes relating to their license and any legislative changes that have taken place.
  • Assist in developing the necessary examination content outlines, examinations, and rules for the examination program.
  • Assist in establishing, amending, and implementing policies, procedures, and controls to improve the quality and effectiveness of the PLE program.
  • Responsible for oversight and management of the third-party vendor performing service for the Division by monitoring performance results, ensuring contractual obligation, reviewing complaints and soliciting feedback from Divisional staff and industry relating to continuing education.
  • Supervises the Division’s Course Analyst.
  • Responsible for managing the Request for Proposal relating to the CE vendor.
  • Strengthen the Division's role in regulatory oversight of licensees through identification of ways to improved industry and consumer awareness and coordinate with Division staff as needed to keep Division website information current.
  • Work with PIO office as requested to complete articles for industry trade journals and Departmental newsletters.
  • Prepare communication as requested by Deputy for distribution to industry and licensees using website, SBS large volume correspondence, third party vendors, and SILA notifications.
