About The Position

Under the general direction of the Deputy Director, the Special Projects Administrator performs professional-level administrative and grant-related work requiring considerable initiative, independent judgment, and discretion. This position supports special projects and organizational initiatives by researching funding opportunities, coordinating grant planning activities, preparing and submitting grant proposals, and monitoring compliance and accountability for funded programs. Performance is evaluated based on results achieved and adherence to applicable funding requirements.

Requirements

  • Bachelor’s degree or higher, with extensive experience and background in federal, state, and local grant opportunities
  • Six (6) years of related experience and/or training
  • An equivalent combination of education and experience.
  • Principles and practices of public administration and government operations.
  • Grant writing, administration, compliance, and reporting requirements.
  • Research methods, techniques, and procedures.
  • Ability to organize, implement, and manage administrative and grant-funded programs.
  • Knowledge of government-run housing and community development programs.
  • Strong analytical, organizational, and problem-solving skills.
  • Effective written and verbal communication skills.
  • Ability to work independently and collaboratively with diverse stakeholders.

Nice To Haves

  • Working knowledge of State Community Development Block Grants (CDBG).
  • Experience with Indian Housing Block Grants (IHBG) preferred.
  • Familiarity with funding programs in Indian Country, particularly within the Southwest Region.

Responsibilities

  • Research and identify local, state, federal, and other funding opportunities applicable to TOKA programs and special projects.
  • Develop, write, and submit grant, loan, and funding applications on behalf of TOKA.
  • Coordinate and administer grant and loan programs supporting capital improvement projects, housing initiatives, and other eligible programs.
  • Review grant and loan applications for accuracy, completeness, and compliance with applicable funding requirements prior to submission.
  • Provide timely guidance and technical assistance regarding funding opportunities, eligibility requirements, and application procedures.
  • Collaborate with executive leadership and program staff to define and implement project funding strategies.
  • Gather, evaluate, and analyze information from multiple departments, divisions, and external entities to support grant development and reporting.
  • Prepare and submit required quarterly, annual, and special reports to funding agencies.
  • Monitor funded grant activities to ensure compliance with all applicable federal, state, and tribal laws, regulations, and grant conditions.
  • Assist in resolving issues or conflicts with funding agencies.
  • Develop regulations, procedures, and operational guidance related to grant-funded and special projects.
  • Prepare administrative reports, Board reports, Council reports, feasibility studies, and special project status reports; deliver presentations as required.
  • Maintain regular communication with leadership through meetings, email correspondence, and periodic written reports.
  • Serve as a liaison with executive and management staff across departments and with external agencies, as necessary.
  • Provide insight and guidance on issues related to local governments and navigate governmental processes to support TOKA initiatives.
