In this role, you will help drive sourcing and procurement activities that support operational and capital needs across the agency. You will work across multiple program areas, helping plan purchasing strategies, coordinate contract activity, support fiscal processing, and maintain compliant procurement documentation. Requirements

  • Option 1: At least 3 ½ years’ experience or training in purchasing/procurement/sourcing to include experience in performing spend analysis, developing sourcing strategy & evaluating vendor performance.
  • Option 2: Completion of undergraduate core in public or business administration, purchasing, materials management, contracting, acquisition management or logistics, supply chain management, operations management or other sourcing related field, including at least 1 ½ years’ experience or training in purchasing/procurement/sourcing.
  • Option 3: Completion of graduate core in public or business administration, purchasing, materials management, contracting, acquisition management or logistics, supply chain management, operations management or other sourcing related field, including at least 6 months experience or training in purchasing/procurement/sourcing.
  • Option 4: At least 2 years’ experience as a Sourcing Analyst with the State of Ohio.
  • Option 5: At least 1 year experience as a Senior Sourcing Analyst with the State of Ohio.
  • Option 6: The equivalent of minimum class qualifications for employment noted above.
  • Successful candidates typically demonstrate: strong analytical thinking attention to detail sound decision-making accountability and follow-through strong written and verbal communication the ability to manage multiple priorities effective working relationships with customers and partners
  • Knowledge of sourcing principles, contracts, public relations, and state and agency sourcing policies, procedures, and regulations.
  • Skill in using computers and applicable software, including spreadsheets, databases, word processing, and reporting tools.
  • Ability to analyze data, identify issues, apply sourcing procedures, write business correspondence, maintain records, and build effective working relationships with internal customers and vendors.
  • Developed after hire: knowledge of the Ohio National Guard mission-driven operating environment and Warfighter Fundamentals.

  • experience with: sourcing, procurement, purchasing, or contract administration reviewing quotes, bids, proposals, or vendor options processing requisitions, purchase orders, amendments, or payment-related actions financial coding, split funding, or procurement-related fiscal coordination ERP or reporting systems such as OAKS FIN, OAKS CI, OAKS BI, or similar tools maintaining records, documentation, and compliance files

Responsibilities

  • plan and support sourcing strategies for contracts and purchasing actions
  • help move procurement efforts from planning through renewal and closeout
  • review quotes, evaluate proposals, and recommend sourcing options
  • coordinate requisitions, purchase orders, contract changes, and payment-related actions
  • monitor vendor performance, contract compliance, service quality, and fulfillment outcomes
  • support fiscal coordination, including financial coding, split funding, and OAKS CI actions
  • prepare and organize documentation for procurement approvals and related actions
  • maintain accurate, audit-ready procurement records
