About The Position

Soteria House – House Manager (Licensed Role) The Company: Pathways Vermont is a dynamic nonprofit agency committed to permanently ending homelessness and offering innovative mental health services. The Program: Soteria House supports a hospitalization prevention residence for individuals experiencing an early episode of psychosis/extreme state/non-consensus reality who wish to avoid or minimize their exposure to medications. Soteria House operates as a Therapeutic Community Residence (TCR). Services are funded by the Vermont Department of Mental Health (DMH) and TCR compliance is overseen by the Department of Aging and Independent Living (DAIL). The Role: Soteria House leadership includes a House Manager and a Team Lead, who together provide program leadership and oversight. While both roles contribute to the overall functioning, culture, and values of the house, the House Manager is the licensed role responsible for program accountability, safety, and regulatory compliance. The House Manager ensures that Soteria House operates in accordance with all licensing, regulatory, and contractual requirements, while supporting the program’s mission and relational, peer-informed values. The House Manager holds final authority on matters related to licensing, safety, and compliance and works in close collaboration with the Team Lead and Director to ensure the program operates safely, ethically, and effectively.

Requirements

  • Per TCR regulations: An Associate’s Degree (or higher degree) in the area of human services OR three (3) years of general experience in a human services-related field.
  • At least three years of management or leadership experience is preferred.
  • Experience supervising a team is preferred.
  • Personal qualities of integrity, credibility, and commitment to Pathways’ mission.
  • Patience, creativity, flexibility, compassion, and sensitivity to diverse populations including people of color, persons with disabilities, individuals who have experienced trauma, and persons who have been oppressed.
  • Excellent written and verbal communication skills.
  • Strong organizational and facilitation skills.
  • Strong interpersonal skills and ability to collaborate with regulators and community stakeholders.
  • Valid driver’s license, a reliable personal vehicle available for work purposes, and current automobile insurance.
  • Ability to share one’s own personal transformative life experiences.
  • Willingness to self-reflect, learn, and practice new ways of being in relationships.
  • Risk and discomfort tolerance.

Nice To Haves

  • Experience in residential programs preferred.
  • Knowledge of psychiatric alternatives and psychosocial approaches to mental health and wellbeing is preferred and considered an asset.
  • Personal experience of mental health challenges, extreme states, homelessness, or other life challenges considered an asset.

Responsibilities

  • Oversight of Service Provision
  • Ensure excellent, consistent, and equitable services are provided to Soteria residents.
  • Support a program culture that balances peer values, relational practice, safety, and accountability.
  • Work in close partnership with the Team Lead to align daily practice with regulatory expectations.
  • Therapeutic Community Residence Management
  • Ensure Soteria House is in compliance with all Therapeutic Community Residence (TCR) regulations. The House Manager serves as the TCR House Manager for the Department of Aging and Independent Living (DAIL), including responsibility to:
  • Maintain knowledge of all applicable TCR regulations and ensure adherence to stated guidelines.
  • Be present at least 22 hours per week at the house.
  • Ensure staffing patterns meet licensing, safety, and regulatory requirements.
  • Serve as the primary point of contact with licensors, regulators, and oversight bodies.
  • Oversee safety protocols, incident response, and required internal and external reporting.
  • Review incidents and ensure appropriate follow-up, documentation, and corrective action.
  • Oversee program documentation, policies, and procedures to ensure accuracy and compliance.
  • Work with the Team Lead to maintain and regularly update program policies and procedures, and participate in review, creation, and updating of agency-wide policies.
  • Ensure program participation in community meetings with DMH, DAIL, and other community providers as requested.
  • Admissions, Eligibility, and Risk Decision-Making
  • Hold final authority on admissions eligibility, safety decisions, and regulatory matters.
  • Make final determinations in situations involving risk, policy violations, or compliance concerns.
  • Ensure admissions processes and eligibility determinations align with regulatory requirements and program standards.
  • Staff and Human Resources Processes
  • In coordination with Human Resources, the Team Lead, and the Director, manage formal performance management and disciplinary processes.
  • In collaboration with the Team Lead, ensure required training, certifications, and competencies are completed and maintained in accordance with licensing requirements.
  • Supervise the Nurse (as applicable) and oversee program operations as required by licensing.
  • Program Management
  • Participate in development of an annual Quality Improvement (QI) Plan, including goals that ensure cohesion with program values and objectives.
  • Monitor services, incidents, and outcomes to assess quality, safety, and regulatory compliance.
  • Attend and co-facilitate weekly team meetings and leadership meetings.
  • Attend union-related meetings as requested or scheduled.
  • Participate in an on-call rotation for urgent or emergent situations.
  • Attendance at the annual All-Staff and Programmatic Retreats is an expectation of employment unless excused by management or Human Resources. Retreats are held on workdays, during normal working hours, and are fully paid.
  • Other duties as assigned.
