We’re currently recruiting for a Solid Waste Analyst. The primary responsibilities for the job are to coordinate assigned programs and functions in support of the City’s efforts to deliver high quality and economical solid waste and recycling services to residents and businesses in Vancouver. Areas of assigned responsibility include neighborhood programs (coordinating cleanup and chipper days, spring and fall coupons), technical assistance to commercial, multi-family and mixed-use customers, review and assist with triaging code compliance concerns stemming from garbage disposal code (VMC 6.12) and provide data analysis and support for planning and contract management efforts. Coordination with the Public Works information/communications team, regional and private partners, and the contracted hauler or internal partners (Code Compliance, Special Events) to assure that solid waste and recycling programs and city-specific or regional solid waste messages, outreach, education/promotional strategies are effective and clearly communicate program information to the public. The Analyst provides customer services on a range of program related topics and plans and manages special projects as needed and support programs or assignments as directed by supervisor, led by other program staff or partners. This is a full-time, regular, exempt position. The schedule for this position is M-F, 8am to 5pm. Open until filled. First review - January 22, 2026.

Requirements

  • Four (4) years in a combination of experience in public utilities and community engagement, municipal government, compliance, or related fields of Solid Waste, environmental sciences, solid waste operations, planning, business administration, waste handling and collection, or related fields.
  • Education and work experience equivalent to a Bachelor's Degree in public policy, business, planning, science/engineering, environmental management, communications. Trade or technical college in related fields will also be considered.
  • Equivalent combinations of education and experience may be considered.
  • Intermediate skills in Microsoft Office – particularly Excel, Word, Outlook, and PowerPoint.
  • Intermediate skills in building and using models in Excel or software in reviewing, updating and/or pulling data in other sorts of software relevant to assigned role/functions (ex: Smartsheets, Routeware (RecycleRight app), Volgistics, GIS/Property Information Services, or other).
  • Ability to obtain Driver’s license within 6 months of hire.
  • Local and regional level waste reduction, recycling and solid waste handling systems, facilities and practices.
  • Understanding of recycling processing, factors related to contamination and strategies for contamination reduction.
  • Knowledge related to the areas of assigned responsibilities community outreach and education, Associated Press news release style guidance, conflict mediation and neighborhood coordination roles and strategies, building and maintaining effective partnerships with other internal departments, other agencies and non-profit organizations.
  • Pertinent federal, state and local laws that pertain to solid waste.

Responsibilities

  • Neighborhood Programs - Maintain a schedule of cleanup and chipper days by keeping a calendar, confirming schedules with the contracted hauler and city operations crews, and following up with the requestor. Monitor neighborhood newsletters to be sure published dates and event hours match the request. Review, track and monitor billings. Assist neighborhood volunteers with questions about policies and procedures. Manage onsite resources during the day of cleanup event. Drive a city vehicle in a safe and appropriate manner in order to travel efficiently between worksites.
  • Outreach – Manage solid waste outreach and education information, serve as a point of contact for Public Works Communications and City Comms teams and other frontline staff about solid waste programs to be incorporated in news releases, social media posts and website information. Responsible for developing or delegating outreach and education tasks to staff including resource documents and informational flyers or campaigns specific to Solid Waste programs. Oversee and approve work with contracted hauler to develop and deliver information about the residential organics collection program. Update and maintain the regional online reminder and material reference tool. Coordinate and collaborate with solid waste regional partners on efforts to reduce contamination in the recycling stream with special emphasis on multifamily customers.
  • Seasonal - Administer the annual spring and fall coupon programs including liaising with participating contracted sites or vendors, distributing coupons, reviewing and approving invoices. Coordinate with City Operations to provide leaf boxes and work with the Public Works divisions and teams to cross promote programs. Additionally, work with City Construction services and PW Comms to ensure waste collection and road work projects are coordinated with collector operations.
  • Training/Outreach - Schedule and publicize recycling classes and tours for neighborhood leaders (Recycle U). Edit recycling articles and monitor neighborhood newsletters and NextDoor for published articles and notifications. Assist with check-in and hosting of events. Administer Resource Conservation Challenge and RecycleU incentive program or delegate tasks to program staff.
  • Planning - Assist with and contribute to the solid waste team program development needs including refining administrative and work processes/planning, policy development and problem solving. Attend all employer-required trainings and meetings. Participate in professional development opportunities including industry trainings and conferences. Occasional presentations and public speaking or support other staff to balance workload as needed. Frequent on-call weekend work may be required to help with Neighborhood Cleanups.
