About The Position

Under the direction of the Software Systems Manager, the Software Implementation Specialist leads the countywide implementation, configuration, and deployment of complex enterprise software solutions. This position serves in aligning technical solutions with business requirements to ensure platforms support Clay County workflows and operational goals. The initial focus of this role will be the rollout of the gWorks Cloud Operations Enterprise platform, with ongoing responsibility for implementing and supporting additional systems over time. As the lead for gWorks, the Software Implementation Specialist will coordinate deployment, adoption, and support transition for modules including service requests & work management, job costing, mobile operations, asset management, advanced inventory management, fleet management, and inspections. The Software Implementation Specialist ensures departments are trained, systems are successfully adopted, and new solutions deliver measurable improvements in service delivery; from requirements gathering through go-live and user enablement.

Requirements

  • A High School Diploma or GED equivalent is required.
  • Associate degree or higher in Information Technology, or a related field; OR three (3) years of progressively responsible experience supporting software system implementation, business application deployment, or enterprise platform administration in a government, utility, or organizational environment.
  • Valid Florida driver’s license with a clean driving record.
  • Any combination of education and experience may be substituted, so long as it provides the desired skills, knowledge and abilities to perform the essential functions of the job.

Responsibilities

  • Configure and administer enterprise applications by aligning workflows, permissions, service categories, inspection types, and departmental business processes to meet Clay County operational needs.
  • Lead the countywide implementation and rollout of the gWorks Cloud Operations Enterprise platform, coordinating deployment across multiple departments and operational functions. This includes key gWorks modules such as work orders, asset management, inventory, fleet maintenance, inspections, mobile operations, and GIS mapping.
  • Database management and SQL proficiency for handling data migration, import/export processes, and querying during setup. Experience linking GIS with enterprise systems and knowledge of APIs or middleware to connect external GIS services.
  • Coordinate integration of GIS and location-based asset visualization within enterprise platforms, working with internal GIS resources to ensure layers and infrastructure data align with County standards.
  • Scripting and programming language skills such as Python or JavaScript for automation, custom integrations, or data processing.
  • Develop and manage testing and deployment activities, including User Acceptance Testing (UAT) planning, test script development, go-live readiness, and transition into operational support.
  • Serve as the primary liaison between Clay County departments, MIS technical teams, and software vendors to ensure successful project delivery and resolution of implementation issues.
  • Support system readiness activities including the collection, validation, migration, and quality review of legacy data (assets, work history, inventory catalogs, fleet equipment) prior to go-live.
  • Create user guides, job aids, and supporting materials tailored to operational teams including supervisors, inspectors, and field personnel.
  • Maintain implementation schedules, milestone tracking, and project documentation; communicate progress, risks, and operational impacts to leadership and stakeholders.
  • Provide troubleshooting, technical analysis, and post-implementation support to ensure stable operations and successful handoff to internal MIS support teams.
  • Support future enterprise system implementations, applying consistent project, change management, and software delivery best practices throughout the lifecycle of new platforms.
  • In case of emergency or crisis situation (hurricane, flood, etc.) position is required to respond/perform emergency and recovery duties as assigned by the County Manager or designee. During an emergency or crisis situation, this position may be required to be present at the Emergency Operation Center (EOC) to provide assistance while activated.
