About The Position

The Ohio Office of Budget and Management (OBM) is the fiscal backbone of the State of Ohio enterprise. OBM works with the Governor and every state agency in providing policy analysis, fiscal research, and financial management services. We help state agencies shape Ohio’s future by ensuring the proper and responsible use of state resources! The Office of Budget and Management Information Technology division is excited to announce an opportunity for a Software Development Specialist 3. The Software Development Specialist 3 is a seasoned technologist who plays a key role in designing, developing, and supporting enterprise applications that power critical business operations. This role partners closely with business stakeholders to translate complex requirements into secure, scalable solutions using modern technologies such as .NET, Microsoft Azure, SQL, and web development frameworks. Beyond hands-on development, the position drives analysis, problem-solving, and post-production support to ensure applications remain reliable, efficient, and aligned with organizational goals. The specialist also leads testing, implementation, and quality assurance efforts, helping deliver high-quality software through disciplined lifecycle practices. With strong communication and documentation skills, this role guides peers, supports cross-functional collaboration, and contributes technical insight that informs sound decision-making. Requirements

  • 60 mos. combined work experience in any combination of the following: assuring requirements are defined and approved, performing code reviews and ensuring application development standards are met including 12 mos. work experience in the primary technology as specified by the agency position description & job posting.
  • completion of associate core program in computer science or information systems; 42 mos. combined work experience in any combination of the following: assuring requirements are defined and approved, performing code reviews and ensuring application development standards are met including 12 mos. work experience in the primary technology as specified by the agency position description & job posting.
  • completion of undergraduate core program in computer science or information systems; 36 mos. combined work experience in any combination of the following: assuring requirements are defined and approved, performing code reviews and ensuring application development standards are met including 12 mos. work experience in the primary technology as specified by the agency position description & job posting.
  • equivalent of minimum class qualifications for employment noted above.
  • experience in the required, primary technology listed in the position description & job posting
