This position will serve as an advanced clinical specialist in applying expert clinical and therapeutic knowledge towards the review of completed petitions of individuals with severe and complex behavioral health diagnoses for the Assisted Outpatient Treatment (AOT) program, a civil commitment program for individuals with serious and persistent mental illness. This position will further be required to support AOT programs in providing advanced-level consultative expertise towards addressing high-risk cases in the AOT program, including identifying crisis situations and determining appropriate clinical intervention policies; and identifying complex cases and determining appropriate clinical intervention policies. This position will utilize expert clinical and therapeutic knowledge to support AOT Care Coordination Teams in the development of individualized treatment plans for individuals with severe behavioral health conditions for the AOT program. This position is an advanced clinical leadership position responsible for providing expert support and oversight to multiple AOT programs across a designated region. This position will work in close cooperation with public and private organizations, including state agencies, local AOT teams, healthcare providers, and the judicial system, to enhance program efficiency and ensure individuals enrolled in AOT receive appropriate treatment to achieve optimum social and health outcomes. Additionally, this position plays a key role in applying expert clinical knowledge towards standardizing best clinical practices across jurisdictions, troubleshooting barriers to care, and driving system-wide improvements in service delivery. This position incorporates responsibilities including expert individual case consultation and review, interagency coordination, and crisis intervention. This position will be responsible for ensuring that treatment plans align with evidence-based models and adhere to national best practices. This role also involves active participation in policy development, resource allocation, and continuous program evaluation to support ongoing improvements in Maryland’s AOT initiatives. This position requires strong leadership, advanced clinical expertise, and the ability to manage complex cases and systemic challenges while maintaining a focus on public safety and individual recovery.
