About The Position

Description :This individual will assist the State IAM Discipline Lead in development of policies, processes and procedures in the following areas: operations, delivery, support and introduction of new sub-disciplines within IAM. This individual will assist with “operationalizing” the new Identity and Access Management Platform and work with other SOA Center Discipline Leads to define shared processes. The individual will also be asked to serve as a backfill for the State IAM Discipline Lead on current management coordination and business analyst duties in other line of business initiatives. They must possess the ability to solve a variety of problems that require the examination of data and processes to determine the most suitable course of action. This individual should demonstrate initiative in solving unexpected problems associated with projects. This is a hands-on position where the individual will be asked to accomplish a large variety of tasks individually and also to guide the work of other staff in accomplishment of the stated goals. The individual will need to technically review accomplishments to assure that program missions and goals are being met. The candidate should have proven experience in reviewing the work of subordinates to assure high quality, quantity and efficient operation, when projects or work tasks are completed. The candidate should have strong planning and organizing skills with an ability to translate organizational technical goals into operational plans. Specifically the individual must possess knowledge of technical specialties like Identity and Access Management (IAM) and SOA and be able to contribute to significant changes in the organizational structure, methods and procedures to respond to new goals and programs. The technical lead will develop or ensure the development of rules, standards, guidelines and determine applicability in controversial or precedent setting situations. The individual in this position will demonstrate strategic leadership in working with the State IAM Discipline Lead to weigh alternatives and consequences and to make informed decisions on long-term operational issues. The candidate must demonstrate vision and an ability to proactively plan, implement and forecast organizational success related to the introduction of the Identity and Access Management Discipline at NCDOT.

Requirements

  • College or university graduate with a degree in information technology, engineering, telecommunications, computer science or business administration
  • Experience in advanced technology program management
  • Experience as a Business Analyst
  • Experience in translating Identity and Access Management technical goals into operational plan.
  • Experience working in a Service Oriented Architecture (SOA)
  • Experience with Microsoft Technologies

Nice To Haves

  • Experience with Optimal Identity Management Platform preferred
