About The Position

Harkcon is seeking a senior Subject Matter Expert Program Manager to lead a high-visibility Business Process Improvement and Management Support Services program supporting the USCIS. This role will drive enterprise business process improvement, Agile adoption, and data-driven management to help reduce backlogs, modernize operations, and improve customer experience. You will be the primary interface with leadership, responsible for overall program direction, delivery, and stakeholder engagement.

Requirements

  • Education: Bachelor’s degree in Business Administration, Public Administration, Information Technology, or related field. Master’s degree preferred.
  • Experience: Minimum 10 years of progressive experience in program and project management.
  • At least 5 years managing large‑scale, complex federal programs or initiatives.
  • Certifications: Project Management Professional (PMP), Program Management Professional (PgMP), or equivalent – required.
  • Skills/Competencies: Demonstrated ability to lead cross‑functional teams and manage competing priorities in a complex federal environment.
  • Experience with Agile methodologies, program planning, risk management, and performance reporting.
  • Strong executive‑level communication and stakeholder engagement skills (written, verbal, and briefing).
  • Clearance: Ability to obtain and maintain DHS public trust suitability

Nice To Haves

  • Agile or SAFe certification – preferred.
  • Direct experience supporting DHS or closely related immigration/identity missions.
  • Experience delivering business process improvement, Agile governance, and analytics support to federal clients.
  • Familiarity with Section 508, change management, and strategic communications in a federal context.

Responsibilities

  • Provide overall program leadership across divisions for business process improvement, Agile implementation, data analytics, and strategic communications.
  • Lead cross‑functional teams (program/project managers, BAs, data analysts, change managers, and communications specialists) to deliver integrated solutions.
  • Oversee Agile adoption and governance, including roles, responsibilities, success criteria, and governance artifacts (charters, RACIs, gate reviews).
  • Facilitate executive and business/IT implementation support, including strategic planning, portfolio roadmaps, and risk management.
  • Ensure policy and operational alignment across divisions, directorates and external partners (e.g., SSA, DOL, DOS, state agencies) through regular coordination forums.
  • Oversee development of KPIs, dashboards, and performance reports to support data-driven decision making and transparency.
  • Support operational readiness and change management for major process and technology deployments, including readiness plans and post‑deployment reviews.
  • Brief executives on program status, risks, mitigation strategies, and outcomes; prepare high-quality presentations and decision papers.
  • Ensure contract performance meets quality, timeliness, efficiency, and compliance standards.
