About The Position

The Smart Mobility Program Manager leads the City's efforts to shape the future of transportation by advancing innovative, technology-driven solutions. This role goes beyond day-to-day program management to include preparing the community for autonomous vehicles, building the foundation of a digital city, and guiding how technology will transform mobility in the years ahead. The Program Manager will oversee the development and implementation of smart mobility initiatives-ranging from modern traffic systems to citywide technology pilots-while also identifying and securing grant funding to support these projects. The position requires close coordination with departments across the City, as well as regional, state, and private partners, to ensure alignment and long-term success. This role is ideal for someone with vision and creativity, who can see how new technologies fit into the bigger picture of safer streets, efficient mobility, and thriving communities-and who can turn that vision into action. Work is performed under general direction of the Division Chief of Transportation Engineering, Deputy Director, and Director of the Department of Transportation and Environmental Services and is performed with considerable latitude for independent judgment. Please note this is a Principal Planner position.

  • Four-Year College Degree
  • at least five years of progressively-responsible experience in urban or transportation planning and management of large-scale urban projects
  • completion of college-level courses in urban planning, transportation or transit planning, public administration, engineering, geography, or a related field
  • any equivalent combination of experience and training which provides the required knowledge, skills and abilities.

Nice To Haves

  • Master's degree and have more than five years of advanced planning experience.
  • Professional credentials such as AICP certification or registration as a Professional Engineer in the Commonwealth of Virginia are highly desirable.
  • Candidates should demonstrate strong project management experience, including leading the implementation of plans or study recommendations.
  • Proven success in public engagement, particularly in gathering community feedback and translating it into effective policy guidance and recommendations

Responsibilities

  • Leadership & Vision: Provide strategic direction for the City's Smart Mobility Program, fostering partnerships with civic, academic, and private sectors, and mentoring team members to drive innovation and continuous improvement.
  • Program Development & Implementation: Guide the development and execution of the annual Smart Mobility Work Plan, coordinating efforts across City departments and tracking progress toward strategic goals through projects associated with transit innovation, intelligent safety systems, human-centered mobility, resilient streets and systems, digital mobility ecosystem, and smart curb solutions.
  • Technology & Innovation: Advance the City's use of technology by modernizing traffic systems, expanding data collection and mapping efforts, and supporting projects that prepare for digital cities of the future, including connected and autonomous vehicles. This involves coordination with multiple departments including transit, emergency response, public safety, and IT.
  • Collaboration & Regional Engagement: Work closely with regional, state, and national partners to share best practices, shape emerging policies, and align mobility initiatives across jurisdictions.
  • Public Engagement & Communication: Communicate program goals and outcomes to City leadership, stakeholders, and the public, ensuring transparency, alignment with City values, and broad community support.
  • Budget & Resource Management: Manage program resources and secure funding through grants and partnerships to support long-term investments in smart mobility.
  • Policy & Administrative Support: Prepare reports and recommendations for City leadership and contribute to shaping policies that guide the future of transportation and technology in Alexandria.
