About The Position

The Site Security Manager (SSM) is responsible for the full execution and oversight of construction security monitoring services in support of a controlled facility project. This role serves as the senior on-site authority for all security operations and is the primary interface with the Government Contracting Officer's Representative (COR) on all security-related matters. The SSM directs and supervises Construction Surveillance Technicians (CSTs), ensures compliance with Intelligence Community Directive 705 (ICD-705), and maintains the integrity of the Construction Security Plan (CSP) throughout the lifecycle of the project.

Requirements

  • Active TOP SECRET clearance (must be maintained for duration of contract)
  • ICD-705 CST and SSM certification (80-hour course minimum or equivalent) completed within the last 5 years
  • Technical Surveillance Countermeasures (TSCM) training certification (or equivalent)
  • High school diploma or GED equivalent
  • Demonstrated experience supervising construction security monitoring operations on controlled or classified projects
  • Strong working knowledge of ICD-705 standards and secure facility construction requirements
  • Experience developing Construction Security Plans (CSPs) and Standard Operating Procedures (SOPs)
  • Proven ability to manage compliance, inspections, and accreditation documentation
  • Familiarity with TEMPEST requirements, FFC processes, and technical testing standards (STC, IEEE-299)
  • Ability to interface directly with Government officials, including COR and Accrediting Officials

Responsibilities

  • Supervise and manage all CST personnel assigned to the project site
  • Serve as the primary point of contact for the COR on all security issues, risks, and compliance matters
  • Coordinate daily security operations aligned with construction schedules to ensure continuous coverage
  • Conduct initial and ongoing risk assessments as directed by the Accrediting Official (AO)
  • Ensure full implementation and compliance with ICD-705 requirements (current version)
  • Identify, document, and report security violations or deviations within three (3) business days
  • Perform routine security inspections and provide formal reports to the COR and AO
  • Develop, maintain, and propose updates to the CSP for Government approval
  • Ensure all site activities adhere to approved CSP requirements
  • Develop and implement Standard Operating Procedures (SOPs) aligned with CSP and ICD-705
  • Oversee surveillance of construction personnel, materials, and activities
  • Implement and enforce site access control procedures to prevent unauthorized entry
  • Maintain accountability of all personnel working on-site and ensure proper documentation
  • Maintain all security documentation for inclusion in final accreditation packages
  • Initiate and manage Fixed Facility Checklist (FFC) and TEMPEST documentation requirements
  • Compile and submit required materials including floor plans, certifications, and test results
  • Perform and/or oversee Sound Transmission Class (STC) testing
  • Perform and/or oversee IEEE-299 testing requirements
  • Develop inspection protocols for construction materials, tools, equipment, and personal items
  • Participate in project meetings, design reviews, and working groups
  • Provide security input across all phases of the project lifecycle
  • Support COR and Government stakeholders during inspections, audits, and site visits
