About The Position

As the Site Safety & Health Officer (SSHO), you will work onsite at the Joint Base Lewis-McChord (JBLM) in Washington and will be responsible for overseeing and managing the safety and occupational health of all project personnel at the JBLM site. You will ensure strict enforcement of safety protocols, proactively identifies and mitigates hazards, and guarantees compliance with all applicable regulatory requirements, including federal, state, and military standards. You will collaborate closely with site management and workers to conduct effective safety training, perform thorough incident investigations, and foster a culture of safety excellence. Strong knowledge of safety regulations, excellent communication skills, and the ability to address safety concerns decisively are critical to preventing accidents and maintaining a safe working environment.

Requirements

  • High School Diploma or equivalent required.
  • Minimum of five (5) continuous years of safety experience in construction, or general industry managing safety programs or processes, or conducting hazard analysis and developing controls.
  • Ability to work on secure military facilities is required.
  • 30-hour OSHA construction safety class or equivalent within the last 5 years required, or the ability to attend a class upon hire.
  • Valid state driver’s license and must be qualified to operate a vehicle under the conditions of Company’ Driving Policy.
  • Ability to pass a drug, driving and background screenings.
  • Knowledge of federal, state, and local health and safety laws, regulations, and standards, including their practical application and enforcement at a construction project site.
  • Knowledge of standard safety equipment and personal protective equipment (PPE) used in construction and industrial settings.
  • Knowledge of EM 385-1-1 (U.S. Army Corps of Engineers Safety and Health Requirements Manual), hazard identification, risk assessment, and safety compliance practices.
  • Strong understanding of OSHA Construction Industry Safety Standards and regulatory compliance.
  • Ability to maintain and audit safety training records and compliance documentation to meet federal and military audit standards.
  • Knowledge of accident investigation techniques, root cause analysis, and corrective action implementation.
  • Effective professional communication and interpersonal skills for internal and external written, graphical, and verbal communications, including formal safety presentations and toolbox talks.
  • Skill in organizing resources, establishing priorities, meeting deadlines, and general time management.
  • Ability to work productively and maintain focus under pressure and in dynamic construction environments.
  • Knowledge of standard business computer applications, specifically Microsoft Excel, Word, Outlook, and PowerPoint.
  • Ability to develop, implement, and update safety policies and procedures.
  • Ability to develop and conduct comprehensive health and safety training programs and site orientations.
  • Ability to visualize, articulate, and solve complex problems, both logical and interpersonal, and make decisions based on available information using sound judgment and discretion.
  • Ability to participate in and facilitate group meetings and safety committees.
  • Ability to coordinate and enforce subcontractor safety compliance in alignment with project safety plans and contractual obligations.
  • Ability to work effectively on secure military installations, adhering to site-specific protocols and access requirements.
  • Ability to work a flexible schedule, including extended hours and remote site visits as project demands require.
  • Ability to read and interpret documents such as safety rules, operating and maintenance instructions, procedure manuals, and contract safety requirements.
  • Ability to write routine and detailed safety reports, incident investigations, and correspondence.
  • Ability to perform basic math calculations including addition, subtraction, multiplication, division, and calculating rates, ratios, and percentages related to safety data and incident statistics.
  • Ability to operate a motor vehicle safely and efficiently, including travel to remote project sites for extended periods.

Nice To Haves

  • Associate or bachelor’s degree in relevant field preferred.
  • Familiarity and experience with EM 385-1-1 requirements preferred.
  • USACE CQM certificate preferred.

Responsibilities

  • Assist with development, updating, and enforcing a Project-Specific Accident Prevention Plan throughout the duration of the project (subject to client approval).
  • Assist project personnel to develop, implement, review, and modify AHAs.
  • Ensure all work is performed consistently with the applicable AHA.
  • Maintain applicable safety reference material (applicable EM-385 and OSHA Construction Industry Safety Regulations) on the project site.
  • Maintain a presence at the project site at all times work is being performed to perform safety and occupational health management, surveillance, inspections, and leadership.
  • Enforce all safety procedures and ensure all project personnel are adhering to the corporate safety plan to minimize exposure and risk.
  • Comply with all corporate risk management goals and objectives as they apply to the project.
  • Perform daily project safety and health inspections, which include area/operation inspected, date of inspection, identified hazards, recommended corrective actions, and estimated and actual dates of corrections.
  • Assist project personnel with incident investigations and complete required reports, including accident and incident documentation/reports, root cause analysis, and corrective actions, as needed, and report results of investigation to Project Superintendent, Project Manager, and Corporate Safety Manager.
  • Responsible for primary documentation and reporting of any job site injuries for workers' compensation.
  • Attend and participate in pre-work meetings, including Preparatory Phase Inspection meetings and periodic in-progress meetings, to address safety concerns, review activity hazard analyses, and document matters about safety and health.
  • Maintain a safety and health bulletin board at the project site.
  • Maintain a safety and health deficiency tracking system that monitors outstanding deficiencies until resolution.
  • Ensure subcontractor compliance with safety and health requirements.
  • Conduct weekly safety meetings for all workers.
  • Conduct monthly supervisory safety meetings and participate in monthly client safety meetings.
  • Maintain project personnel safety training records.
  • Conduct project orientation and other safety training in the field as needed.
  • Work in a constant state of alertness and in a safe manner.
  • Perform other duties as assigned.
