About The Position

The company is seeking a qualified Site Safety and Health Officer (SSHO) to support NAVFAC Design-Build construction projects in Hawaii and Guam. The SSHO is responsible for the implementation, enforcement, and continuous improvement of the project Safety and Occupational Health (SOH) Program in full compliance with EM 385-1-1 (15 March 2024), UFGS 01 35 26 – Governmental Safety Requirements, FAR 52.236-13, and all applicable federal, Department of Defense, and NAVFAC safety standards. This individual will serve as the on-site safety authority and is empowered to stop work whenever unsafe conditions or non-compliant activities are observed. The SSHO will interface directly with NAVFAC representatives, including the ROICC and Government Safety personnel, while coordinating daily with the Project Manager and reporting functionally to the Director of Health, Safety, and Environmental (HSE). This role is critical to maintaining a safe work environment while ensuring full compliance with federal construction safety regulations.

Requirements

  • Five (5) years of experience implementing and enforcing safety programs on federal construction projects
  • OR
  • Three (3) years of experience with a Certified Safety Professional (CSP) credential or degree in Occupational Safety, Industrial Hygiene, or related field
  • Demonstrated ability to function as a Competent Person and/or Qualified Person for high-risk construction activities
  • OSHA 30-Hour Construction Safety Training (current)
  • EM 385-1-1 40-Hour Safety and Health Training (current)
  • U.S. Citizenship required
  • Previous experience supporting Hawaii/Guam or other OCONUS federal construction projects
  • Experience supporting Design-Build project delivery
  • Familiarity with NAVFAC Section 01 35 26 safety requirements and submittal processes
  • Experience managing safety programs on active military installations

Responsibilities

  • Serve as the designated Site Safety and Health Officer (SSHO) in accordance with EM 385-1-1 (2024), Chapter 2.
  • Exercise full authority to enforce safety requirements and stop work for any activity posing imminent danger or non-compliance with contract safety requirements.
  • Implement and maintain the Government-accepted Accident Prevention Plan (APP) throughout the life of the project.
  • Prepare, review, and maintain site-specific Accident Prevention Plans (APPs) and Activity Hazard Analyses (AHAs) for all Definable Features of Work (DFOWs).
  • Participate in the preparation, revision, and administration of ENG Form 6293 and required safety submittals.
  • Conduct and document daily safety and occupational health inspections of work areas, equipment, and operations.
  • Establish and maintain a Safety and Occupational Health (SOH) Deficiency Tracking System to monitor and resolve safety deficiencies.
  • Verify subcontractor compliance with project safety requirements, including APPs and AHAs.
  • Conduct site-specific safety orientations, job hazard briefings, and task-specific training.
  • Verify that all personnel and subcontractors possess required safety certifications, training, and medical qualifications prior to performing work.
  • Lead and document accident, incident, and near-miss investigations in accordance with EM 385-1-1 and FAR 52.236-13.
  • Ensure immediate notification to Government representatives for reportable incidents.
  • Maintain accurate records of injuries, illnesses, property damage, and corrective actions.
  • Interface directly with NAVFAC representatives, including ROICC and Government safety personnel.
  • Provide documentation and reporting required under contract safety provisions.
  • Support safety reviews, audits, and compliance inspections.
