About The Position

The Site Health and Safety Officer (SSHO) is responsible for maintaining a safe, compliant, and hazard-free work environment for a federal energy infrastructure project in Silver Spring, Maryland. The project includes installation of a Battery Energy Storage System (BESS), transformer installations, and LED lighting retrofits. Working the overnight shift, the SSHO oversees on-site safety operations, identifies hazards, enforces safety protocols, and ensures compliance with OSHA and federal regulations. Responsibilities include conducting safety inspections, leading worker orientations, reviewing Job Hazard Analyses (JHAs), supporting incident investigations, and promoting a strong culture of safety across all construction activities.

Requirements

  • Minimum 5+ years of construction safety experience, preferably on federal or large commercial projects.
  • Experience supporting electrical infrastructure, energy systems, or industrial construction projects.
  • Strong working knowledge of: OSHA construction standards (29 CFR 1926) Electrical safety practices Construction hazard recognition Lockout/Tagout procedures Crane and rigging safety
  • Demonstrated ability to enforce safety policies and influence safe work behaviors.
  • Strong written and verbal communication skills.
  • Experience preparing daily safety reports and maintaining safety documentation.
  • Ability to work full-time overnight shifts and adapt to project schedule changes.
  • OSHA 30-Hour Construction Certification (required)
  • CPR / First Aid / AED Certification (required)
  • Reside within a reasonable driving distance | this position does not pay travel, relocation or per diem.

Nice To Haves

  • CHST, CSP, or other BCSP safety certification (preferred)
  • Experience supporting federal or government-regulated construction sites (preferred)
  • Candidates who currently possess or have previously held federal facility credentials or badging are strongly preferred.

Responsibilities

  • Serve as the primary on-site safety authority for overnight construction operations.
  • Monitor activities related to BESS construction, transformer installations, and LED lighting retrofits.
  • Conduct routine site safety inspections and hazard assessments.
  • Enforce compliance with OSHA, NFPA, NEC, and federal construction safety requirements.
  • Ensure proper use of PPE and adherence to site safety procedures.
  • Conduct site safety orientations and verify subcontractor training certifications.
  • Review and maintain subcontractor Job Hazard Analyses (JHAs) and ensure completion of Task Level Risk Assessments (TLRAs).
  • Verify permits for high-risk activities such as confined space, hot work, crane operations, and energized electrical work.
  • Monitor heavy equipment operations and confirm operator certifications and equipment inspections.
  • Participate in lift planning and safety meetings, including toolbox talks.
  • Assist with incident investigations, reporting, and corrective actions.
  • Support emergency preparedness planning and communicate emergency procedures to workers.
  • Prepare and submit daily safety reports summarizing site conditions and activities.
