Site/Civil Development Engineering Manager for Utility-Scale Solar / BESS Projects Are you a detail-oriented professional motivated by the positive impact of renewable energy on our economy and environment? We are seeking an experienced Site/Civil Development Engineering Manager to join our dynamic team! Ideally based in Albuquerque, NM, this role is perfect for someone with a passion for sustainable energy solutions and a strong background in civil engineering with a focus on site development. This is primarily an office-based position with some travel to sites required only as needed. Requirements

  • Bachelor’s degree in Civil Engineering, Construction Engineering, or a related field (master’s degree preferred).
  • 10+ years of progressive experience in civil/site development for utility-scale solar and/or infrastructure projects.
  • 5+ years of Stamping experience in multiple states. Acting as EOR for Civil.
  • Demonstrated experience in managing site development for large-scale energy projects, including grading, drainage, permitting, and access.
  • Strong understanding of geotechnical engineering principles and experience interpreting geotechnical and hydrology reports.
  • Proficient with design and modeling software such as AutoCAD Civil 3D, HydroCAD, HEC-RAS, and other civil site tools.
  • Familiarity with permitting requirements across various jurisdictions and environmental regulatory agencies.
  • OSHA 10-hour Required, OSHA 30-hour certification Preferred.
  • Exceptional organizational and communication skills with the ability to work both independently and in cross-functional teams.
  • Professional Engineering (PE) license required.

Responsibilities

  • Lead the site development engineering strategy for utility-scale solar and BESS projects, from early-stage feasibility through construction hand-off.
  • Take the lead in preparing in-house Preliminary Hydrology Reports and Civil Sets for various PV/BESS projects in development.
  • Develop and oversee detailed site layout plans including grading, stormwater management, hydrology, utilities, access roads, and drainage systems.
  • Act as a technical lead and internal consultant, providing engineering guidance and resolving complex civil/site-related challenges across multiple active projects.
  • Manage and coordinate geotechnical investigations, interpret findings for design input, and ensure constructability of proposed solutions.
  • Oversee permitting efforts, interacting with AHJs, environmental consultants, and landowners to ensure compliance with local, state, and federal requirements.
  • Mentor junior engineers and assist in assigning design tasks to internal or external civil engineering resources.
  • Work cross-functionally with development, procurement, construction, and legal teams to align site engineering activities with overall project timelines and business objectives.
  • Contribute to proposal and estimating efforts, providing input on civil scopes, cost, and schedule risks.
  • Develop standard design templates, checklists, and SOPs to improve efficiency and consistency across projects.
  • Track site design progress, anticipate roadblocks, and ensure timely resolution to avoid downstream schedule delays.
  • Evaluate construction feedback, conduct lessons learned reviews, and incorporate improvements into future site development workflows.
  • Provide Earthwork and Stormwater quantity estimates for the Utility Scale Solar and BESS sites based on AHJ requirements for Bidding activities.
