About The Position

The Department of Mental Health (DMH) is looking for a Shelter Director for the Lindemann Inn shelters which include a 60 bed co-ed and a 20 bed women’s state operated shelter for DMH eligible homeless men and women. You will be responsible to ensure that program operates in accordance with DMH policies, procedures, MAP regulations, laws and guidelines. You will ensure that the program’s operating mission assures client’s access to services and facilitates individuals in meeting their mental health needs that enable them to live, work and actively participate in their communities by promoting recovery in working partnerships with individuals, families, providers and other state agencies.
As the Shelter Director you are responsible for providing administrative and clinical supervision in accordance with all Human Resources Division guidelines. You will be responsible for ensuring that the program operates in a cost effective manner, maintains adequate staffing and scheduling, and ensures that appropriate personnel are assigned to perform all aspects of program operations. The shelter director is responsible to facilitate efforts to achieve management goals to decrease length of stay in the program, promote successful permanent housing outcomes, and contribute to facilitating discharges from continuing care patient facilities. You are also responsible for ensuring adherence to MAP including overseeing staff training and certification, compliance with MAP regulations, adherence to DPH reporting, and system of quality control.

Requirements

• Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, professional internship, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management or (B) any equivalent combination of the required experience and substitutions below.
• Substitutions: I. A certificate in a relevant or related field may be substituted for one (1) year of the required experience. II. A Bachelor's degree in a related field may be substituted for two (2) years of the required experience. III. A Graduate degree in a related field may be substituted for three (3) years of the required experience. IV. A Doctorate degree in a related field may be substituted for four (4) years of the required experience.

• Strong organizational and analytical skills, with the ability to manage multiple priorities, respond to changing demands, and work independently in dynamic environments.
• Excellent written and verbal communication skills, including the ability to prepare reports, analyze data, and use standard business and data applications effectively.
• Ability to adjust to changing situations to meet emergency or changing program requirements.
• Ability to exercise sound judgement.
• Ability to establish and maintain rapport with persons from different ethnic, cultural, economic and/or other diverse backgrounds.
• Willingness to work varied shifts and/or irregular hours (i.e. weekends, holidays, nights) as needed to promote optimum operational needs.
• Willingness to travel for job related purposes.

Responsibilities

• Provides overall management of the program to ensure that the program offers a safe environment for staff and clients.
• Ensure services provided promote rehabilitation and recovery.
• Develop and maintain positive working relationships with Homeless Outreach Team (HOT), site offices, DMH providers, CBHC/MCI and courts
• Ensure that the program is operations at full capacity by maintaining regular communication with HOT.
• Review and oversee all admissions to ensure that all necessary referral materials have been received and that medications and doctor’s order correct, and develop risk management plans in conjunction with CBHC/MCI as needed.
• Provide clinical and administrative supervision to professional staff.
• Performs personnel functions for the program by interviewing and recommending the hiring of new staff members; providing or arranging for training subordinates; evaluating subordinates’ performances; and recommending personnel actions such as promotions, transfers or disciplinary action to ensure adequate and competent staff.
• Conducts regular staff meetings to encourage ongoing communication to facilitate effective and efficient program operation.
• Ensures that their staff is providing and documenting supervision to reporting staff regularly.
• Ensure that EPRS is performed as outlined in the EPRS supervisors’ manual.
• Oversee day to day operations of the program.
• Ensure that the schedule is completed to provide coverage at minimum staffing levels and to minimize the use of overtime.
• Approve staff use of accrued time in accordance with program needs and bargaining unit agreements.
• Assign primary staff contact and ensure that the case manager/ACCS/PACT worker is assigned by the appropriate site.
• Ensure that rehabilitation plans are developed with input from the site’s community treatment team.
• Ensure that every client is working on a plan for housing in the community.
• Provide statistics on critical incidents and length of stay
• Responsible for ensuring full adherence to the Medication Administration Program (MAP) in partnership with the Shelter RN, including oversight of staff training, certification, and re-certification processes; monitoring ongoing compliance with all MAP policies and regulatory requirements; ensuring accurate and timely reporting to the Department of Public Health (DPH); and maintaining a robust system of quality control through regular audits, documentation review, medication occurrence documentation and corrective action to support safe and effective medication administration.
