About The Position

ICF is seeking a Senior Website Designer/Manager to support a federal research and innovation agency. In this role, you will provide technical leadership and hands-on development support for the agency’s public-facing website and internal Employee Portal. You will oversee web design and development efforts, ensure compliance with federal digital standards, and collaborate closely with stakeholders to deliver accessible, user-centered web experiences.

Requirements

  • Bachelor’s degree in computer science, design, or a closely related discipline (or equivalent experience)
  • Minimum of 5 years of expert-level professional experience in web development and web design services.
  • At least 5 years of experience with HTML, CSS, and JavaScript.
  • At least 3 years of experience working within a Drupal environment, including use of components and Layout Builder.

  • Experience leading small teams to perform web development services.
  • Comprehensive knowledge of HTML and modern front-end development practices.
  • Knowledge of Section 508 accessibility standards and ability to ensure compliance across web elements.

Responsibilities

  • Support the agency web team in drafting, developing, and posting external content and managing internal content on the Employee Portal.
  • Lead and mentor small web development teams to deliver high-quality web design and development services.
  • Respond to publishing and editing requests from staff by creating webpages, news and event items, funding announcements, and guidance documents using Drupal CMS (including components and Layout Builder), ServiceNow Employee Center, and Microsoft SharePoint.
  • Design and implement clear, compelling webpage layouts that conform to WCAG 2.0/Section 508 accessibility requirements, federal plain language standards, and US Web Design System (USWDS) constraints.
  • Develop and maintain front-end code using HTML, CSS, and JavaScript to support web functionality and performance.
  • Format and upload PDFs, images, and other digital assets to ensure optimized display, accessibility, and usability.
  • Provide high-quality customer support to staff, managing and resolving requests through ServiceNow and Microsoft Lists ticketing systems while monitoring dashboards to ensure timely completion.
  • Advise stakeholders on web design best practices, SEO strategies, accessibility compliance, and effective use of visual elements to enhance engagement and understanding.
  • Gather technical and functional requirements from stakeholders and translate them into scalable web solutions.
