About The Position

The Senior Water Utilities Certification Training Specialist supports the development, coordination, and continuous improvement of high-level, compliance-driven training programs that support required occupational licenses and certifications and help ensure employee safety and regulatory compliance for drinking water and wastewater operations. This role serves as a subject matter expert and point of contact for certification training, representing Dallas Water Utilities (DWU) with local, state, and national organizations, regulatory agencies, industry associations, and partner utilities. This role requires advanced expertise in training program design, regulatory compliance, and instructional practices, with accountability for ensuring access to high-quality learning opportunities for all DWU employees. The role assists with creative approaches to design, communicate, and implementation of training program goals, performance measures, and continuous improvement initiatives through facilitation and stakeholder collaboration. Close, ongoing coordination with executive leadership, division management, instructors, learners, and external partners is essential.

Requirements

  • Specialized knowledge of pertinent regulations, including Texas Administrative Code (TAC) Title 30, Chapter 30, TAC Chapter 290, TAC Chapter 217, and TCEQ Regulatory Guidance 373 and 521, including interpretation and application to compliance, occupational licensing, certification training, and recordkeeping.
  • Specialized knowledge of public drinking water systems and domestic wastewater treatment operations, including core operational processes.
  • Knowledge of adult learning principles, instructional design, and methods for evaluating training effectiveness and improving learning outcomes.
  • Knowledge of training records management, credential tracking, and audit-ready documentation practices.
  • Knowledge of learning management system administration and reporting functions, including content workflows, approvals, and data integrity.
  • Knowledge of city’s procurement process, including developing scopes of work and working effectively with vendors under existing agreements.
  • Skill in communicating clearly and professionally with employees at all organizational levels and with external stakeholders, including strong public speaking and facilitation skills.
  • Skill in maintaining policies, procedures, instructional plans, and program outlines.
  • Skill in using needs assessment methods to set priorities, establish training goals, and align work with departmental objectives.
  • Skill in coordinating multiple concurrent initiatives with competing priorities while maintaining quality, keeping project timelines, and providing responsive customer service.
  • Skill in analyzing training data and reports to identify trends, address gaps, and recommend improvements to delivery, documentation, and outcomes.
  • Bachelor’s Degree in Environmental Science, Chemistry, Biology, Engineering, Microbiology, or Bacteriology field.
  • Four (4) years of experience in public drinking water or domestic wastewater treatment system operations, including two (2) years of experience with training programs.
  • Valid driver’s license with good driving record
  • Current Class A Water or Wastewater License from the Texas Commission on Environmental Quality (TCEQ) or the ability to obtain one within probationary period.

Responsibilities

  • Coordinates operationally critical training and certification programs, including Water and Wastewater Operator Certification, HAZMAT First Responder Certification, American Red Cross CPR/AED/First Aid Certification, Confined Space Entry and Operations Certification, and related initiatives.
  • Serves as the occupational licensing and certification training liaison between DWU and the Texas Commission on Environmental Quality (TCEQ).
  • Assists with development, implementation and maintenance of training programs and learning opportunities that support departmental goals and employee development, ensuring training programs are designed, delivered, and documented in accordance with regulatory requirements and recognized industry standards.
  • Collaborates with DWU management to identify training needs and align training strategies with organizational priorities.
  • Supports building and maintaining partnerships with DWU wholesale customers, partner utilities, external vendors, and other stakeholders to support training initiatives.
  • Provides technical guidance across DWU on regulatory requirements for occupational licensing and certification training.
  • Collaborates with subject matter experts to design, develop, facilitate, and evaluate certification training programs and services.
  • Coordinates with training staff and volunteer instructors to support curriculum development and training delivery.
  • Communicates program goals, expectations, and updates clearly to stakeholders and contributes to continuous improvement initiatives.
  • Coordinates training schedules and logistics; monitors training effectiveness through site visits, evaluations, and feedback mechanisms.
  • Supports instructor development through knowledge sharing, feedback, and facilitation best practices.
  • Participates in procurement processes by drafting scopes of work, coordinating with vendors, and supporting contract administration for training-related services.
  • Serves as the departmental Learning Management System (LMS) administrator, coordinating course content, training records, reporting, and coordination with the City’s LMS product owner.
  • Maintains DWU’s affiliations with organizations such as the American Red Cross and the National Safety Council.
