This role is for a Senior Vice President, Project & Program Management in the Boston, Massachusetts area. The position involves serving as a Program Manager on mega water supply tunnel projects using a design-bid-build procurement model. The successful candidate will lead a multi-disciplinary team in preparing final design documents for bored water tunnels, access shafts, valve chambers, near surface structures, and tie-ins to existing water supply networks. Key aspects include developing and maintaining Project Management Plans covering Program Controls, Document Control, Design Management, Risk Management, Safety Management, Quality Control, and Environmental Compliance. The role also involves independent review of project progress, schedule analysis, problem-solving, and strategizing improvements to operational performance metrics. The Senior Vice President will support and empower staff, develop and maintain relationships with various stakeholders, and lead staff development through mentoring, training, coaching, and professional development. This role is accountable for the overall management and successful execution of major projects within the water supply market, monitoring internal and external events, expenses, performance, and profitability. It also involves overseeing the discipline’s vision and mission, creating a learning culture, developing communication strategies, and serving as a subject matter expert to various entities. The individual will manage the overall delivery team's performance, provide inspiring leadership, develop high-level business contacts, identify business development opportunities, and collaborate with other professionals to provide future-ready solutions. Ethical decision-making and adherence to WSP’s Code of Conduct are essential.

Requirements

  • Bachelor’s degree in Civil Engineering
  • Licensed as a Professional Engineer or Professional Geologist in Massachusetts (or readily obtainable)
  • Twenty (20) years of professional experience with ten (10) years managing a diverse, multi-disciplinary team on large, complex civil works projects.
  • Experience must include managing the planning, permitting, design, and construction of large water distribution systems, wastewater collections systems and/or other large civil works systems.
  • Experience on megaproject(s) in a similar capacity (i.e., projects over $1B) is required.
  • Advanced SME-level proficiency with tunnelling and water supply related practices, process, standard of care, and the application to permitting and project work-related issues.
  • Strong oral and written communication skills.
  • Excellent computer skill - Working knowledge of Microsoft Office Suite particularly Word, Excel and PowerPoint
  • Proven track record of upholding workplace safety and ability to abide by WSP’s health, safety and drug/alcohol and harassment policies.

Responsibilities

  • Serve in a Program Manager role on mega water supply tunnel projects delivered via design-bid-build procurement model.
  • Lead a multi-disciplinary team of engineers and architects for the preparation of final design documents for bored water tunnels with pressure lining, access shafts, valve chambers, near surface structures, and tie-ins to the existing water supply network.
  • Develop/maintain Project Management Plans to include Program Controls, Document Control, Design Management, Risk Management, Safety Management, Quality Control, and Environmental Compliance
  • Responsible for independent review of project progress
  • Perform schedule review and analysis
  • Provide solutions to project issues
  • Review and strategize improvement to key operational performance metrics
  • Support and empower staff and direct reports to execute project assignments on time and on budget
  • Develop and maintain relationships with public and private sector clients, agencies, partner firms and sub-consultants, as well as other external stakeholders such as vendors and suppliers.
  • Lead staff development which includes mentoring, training, coaching and professional development.
  • Accountable for overall management and successful execution of major projects within the water supply market, monitoring internal and external events, expenses, performance, and profitability.
  • Oversee the discipline’s vision and mission to promote an appropriate value proposition that accounts for corporate and WSP client business strategy, governmental regulations and policies, and QA/QC in delivery.
  • Create a learning culture that values innovative subject matter expertise and fosters effective and continual personal development.
  • Develop and implement a communication strategy to increase the effectiveness of discipline-related processes, systems, and practices, and mitigating discipline-related risks.
  • Serve as program management discipline subject matter expert to a variety of internal / external entities including Federal, State, and Local Agencies, Clients, Subcontractors, industry-related groups, and various government and community entities.
  • Manage overall delivery team’s performance and provide inspiring leadership to assigned management and staff.
  • Develop extensive high-level business contacts and client base for providing program management services including identifying additional business development opportunities, and cross-selling of other WSP capabilities.
  • Collaborate with professionals and senior leadership from a variety of disciplines to provide future ready solutions for clients.
  • Exercise responsible and ethical decision-making regarding company funds, resources and conduct, and adhere to WSP’s Code of Conduct and related policies and procedures.
  • Perform additional responsibilities as required by business needs.
