About The Position

Parsons is seeking passionate, skilled, and experienced professionals to join a major program and construction management team that is dedicated to supporting a large government customer in successfully delivering on a significant infrastructure project central to the United States’ border security programs In our anticipated role, Parsons will provide Owner’s Agent Construction Management Services including Program Management, Construction Management, Risk Management, Scheduling, Cost Estimating, Progress Reporting, Construction Quality Assurance, Safety, and other supporting services to achieve program success. Position – Deputy Program Director Senior VP directly reporting to the Executive Program Director (EPD) and responsible for representing the EPD in their absence. Provides executive leadership for the National Program Management Office and 9 subordinate Sector Construction Management Offices that each consist of 50 to 75 staff. Supports EPD in providing executive interface between Parsons and the client. Location Aligned with the National Program Management Office. Travel expected to client locations and Parsons locations within the 9 Sector Construction Management Offices and their assigned construction Projects.

Requirements

  • Bachelor’s degree in related field (Engineering or CM preferred).
  • 15+ years of broad and diversified experience related to Owner’s Agent PM/CM services including large, complex programs.
  • Excellent written and oral communications skills
  • Past Experience serving as Key Account Manager or Stakeholder Manager.
  • Demonstrated ability to establish and maintain long term client relationships
  • Advanced leadership skills with ability to perform in a senior management capacity
  • Program management, operations or functional expertise with strong orientation for process improvement and collaboration.
  • Proven ability for managing a large group of personnel within field of expertise and providing direction for resolving complex work assignments.
  • Experience with Profit and Loss (P&L) management.
  • Expert knowledge of standard practices for Construction Management.
  • Demonstrated ability to assess risk areas and risk mitigation across different contract types and market spaces, with extensive knowledge of risk identification and mitigation strategies related to large construction programs.
  • Must be a US Citizen and able to pass any required federal background checks.
  • Demonstrate high integrity, strong work ethic, and a natural and confident leader.
  • Ability to organize and direct outcomes in a matrixed organization.

Nice To Haves

  • Master’s degree preferred
  • Professional Registration preferred (PE or RA).
  • Certification as Project Management Professional (PMP) of Certified Construction Manager (CCM) is preferred

Responsibilities

  • Supports EPD providing executive interface with the client and responsible for Parsons efforts related to stakeholder management and strategic communications.
  • Establishes guidance, direction, and provides executive leadership for Parsons efforts to ensure they are aligned with client goals and Parsons contract.
  • Ensures that the overall organizational structure for Parsons is efficiently planned and adequately and competently staffed.
  • Manages the Strategic Communication and Acquisition Branch to align strategic messaging with the client and track and monitor client acquisition activities.
  • As requested by client, develop and support strategic acquisition efforts.
  • Manages the Business Financial Manager to advise on client related financial obligations and vendor analytics resulting from awarded client contracts.
  • Manages the Technical Support Branch and environmental permitting or real estate actions performed by the client or other organizations.
  • As requested by client, develop and support implementation plans required to complete environmental or real estate actions
  • Within our Authority as Owner’s Agent, advises on and implements solutions to program level technical and contractual challenges that maintain construction progress of design-build contractors.
  • Supports development of key performance indicators for program success including safety, quality control, schedule and financial performance metrics.
  • Provides upward reporting to EPD and client on National Program Management Office status indicators that is clear and accurate.
  • Identifies overall execution risks and specific mitigation strategies.
  • Will manage project risk profile within the National Program Management Office corporate risk and control framework to govern, assess, mitigate and manage operational and financial risks at the task and program level.
  • Assesses present and future program needs, trends, and challenges; determine resources required to meet program objectives; direct efforts to acquire and retain necessary resources to meet program performance metrics.
  • Mobilizes company resources, through liaison with support departments, other offices, or subsidiaries, to create project teams capable of completing effective, quality work.
  • Works with key program individuals to devise and execute action plans to rectify potential cost overruns or delays, or to accommodate significant changes to the scope of work; advises the client and company management of any such changes
  • Monitors and reports to management on the progress of all project activity within the program, including significant milestones, and any conditions, which would affect project cost or schedule.
  • Provides oversight of the program portfolio and the performance to meet financial, schedule, deliverable and safety targets
