We are seeking an experienced Senior Technical Recruiter to lead full cycle recruiting efforts for highly cleared technical talent (TS/SCI with CI and Full‑Scope Polygraph) supporting critical missions across the Department of War (DoW), Intelligence Community (IC), Law Enforcement, and DHS programs. This role will collaborate closely with hiring managers and program leaders to build and maintain strong talent pipelines in software engineering, cybersecurity, data analytics, infrastructure, and mission support for current and upcoming federal contracts. The role requires a strong understanding of cleared talent markets, exceptional networking skills, and the ability to operate as a strategic business partner, building trusted relationships with both hiring managers and candidates. This is a hybrid position in Herndon, VA

Requirements

  • 8+ years of full‑cycle technical recruiting experience, with at least 3 years focused on federal contracting in Intelligence Community/DoW/DHS/Law Enforcement programs.
  • Proven success recruiting roles requiring active TS/SCI clearance, including TS/SCI with CI and Full‑Scope Polygraph, within the IC and national security space.
  • Demonstrated experience sourcing and closing cleared software engineers, cyber/security professionals, systems/network engineers, and similar technical talent.
  • Established network within the cleared technical community, with a proven ability to leverage relationships, referrals, and industry connections.
  • Strong understanding of security clearance processes, polygraph types (CI vs Full‑Scope), clearance crossover and sponsorship, and typical adjudication timelines.
  • Hands‑on experience with ATS and sourcing tools (e.g., clearance‑focused job boards, LinkedIn Recruiter, and other niche cleared platforms).
  • Excellent communication, relationship‑building, and stakeholder‑management skills, with the ability to influence senior program leaders and hiring managers.
  • Strong organizational skills with the ability to manage multiple high-priority requisitions in a fast-paced, deadline-driven environment while maintaining high-quality standards.
  • Thorough knowledge of relevant federal employment laws and OFCCP/EEO compliance practices.
  • Bachelor's degree in Human Resources, Business, or related field; equivalent experience may be considered.
  • Solid ability to interface, inspire and motivate at various levels of the organization.
  • Ability to convey technical information to non-technical individuals.
  • Demonstrated experience communicating effectively across internal and external organizations.

Nice To Haves

  • Experience supporting large federal contracts, IDIQs, or proposal recruiting in defense or intelligence environments.
  • Prior experience in an agency or internal recruiting role focused on cleared engineering, cyber, or intelligence positions.
  • Experience within a federal government contractor environment, including understanding of contract awards, surge hiring, and proposal staffing.
  • Previous recruiting experience directly supporting IC, DoW, DHS, or federal law enforcement customers in the Washington, DC metro area.
  • Familiarity with common cleared talent platforms and agencies that specialize in TS/SCI with polygraph talent.
  • Prior TS/SCI (with or without polygraph), active or within the last 24 months, is a plus
  • Familiarity with OFCCP/EEO compliance and recruiting best practices for government contractors.
  • SHRM, AIRS, or other recruiting certifications preferred

Responsibilities

  • Lead full‑cycle recruitment (intake, sourcing, screening, interviewing, offer, and close) for TS/SCI and TS/SCI with polygraph technical roles across DoW, IC, Law Enforcement, and DHS portfolios.
  • Build and maintain deep pipelines of cleared candidates (TS/SCI with CI and Full‑Scope Polygraph) in core skill areas such as software engineering, cyber, cloud, systems, and network engineering.
  • Partner with program managers, hiring managers, and the FSO/security team to understand contract requirements, clearance needs, and staffing timelines, and translate them into targeted recruiting strategies.
  • Develop and execute sourcing strategies using clearance‑focused job boards, specialized communities, referrals, networking, and targeted events to access "hard to find" IC and law enforcement talent.
  • Screen candidates for both technical fit and clearance status, including understanding of polygraph type (CI vs Full‑Scope/lifestyle), crossover eligibility, and adjudication or upgrade timelines.
  • Guide candidates through the cleared hiring process, setting expectations around security processing, polygraph scheduling, and onboarding timelines for classified programs.
  • Coordinate and schedule interviews with technical teams and hiring managers; coach interviewers on behavioral and technical evaluation best practices for cleared candidates.
  • Prepare, extend, and negotiate offers in line with contract labor categories, bill rates, and internal compensation guidelines to ensure both competitiveness and contract compliance.
  • Track, analyze, and report recruiting metrics (time‑to‑fill, pipeline health, source effectiveness, offer acceptance) for cleared roles; recommend data‑driven improvements.
  • Support employer branding efforts in the cleared community, including participation in targeted career fairs, IC‑focused events, and digital campaigns on cleared talent platforms.
  • Ensure all recruiting activities comply with federal employment law (EEO, Title VII, Rehabilitation Act, Civil Rights Act) and customer‑specific security and compliance requirements.
