About The Position

Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, safer, faster and easier. The Senior Talent Management Consultant will be working closely with the Organizational Development and Learning team, HR Business Partners, and business leaders to deliver practical, scalable talent solutions aligned to enterprise strategy. The Senior Consultant contributes deep subject‑matter expertise across performance management, career development, succession, skills-based models, and mentorship/sponsorship, translating strategy into clear guidance, tools, and leader enablement. Requirements

  • Bachelors in Human Resources, Business Administration, Organizational Development, or related discipline – or a combination of education, training and experience deemed equivalent.
  • Demonstrated years of experience in talent management, organizational development or HR Consulting
  • Demonstrated experience designing and implementing talent frameworks at enterprise or multi‑business-unit scale.

Nice To Haves

  • HR or Talent Management certifications (e.g., CHRP, CTDP. PROSCI) considered an asset.
  • Training or experience in project management or change management methodologies.

Responsibilities

  • Design, evolve and govern enterprise talent strategy including frameworks, standards and integrated talent systems covering performance, development and succession practices.
  • Lead the creation and enhancement of career development and mobility frameworks, including skills taxonomy, capability models, and tools that support transparent growth pathways.
  • Identify opportunities to modernize talent processes to improve leader and employee experience.
  • Develop and maintain succession management frameworks, tools, and processes that strengthen leadership pipelines and support HRBPs and leaders in talent planning decisions.
  • Design and continuously improve early talent, internship, rotational, mentorship, and sponsorship programs, ensuring alignment with workforce strategy and equity objectives.
  • Serve as a trusted advisor to HRBPs and business leaders, translating complex talent strategies into actionable guidance, facilitating workshops, and supporting workforce planning.
  • Collaborate across HR Centres of Expertise to ensure talent programs are integrated, scalable, and aligned with enterprise-wide strategies and technology solutions.
  • Drive operational excellence by creating high-quality templates, tools, and documentation, applying project management discipline, and streamlining talent processes.
  • Support financial stewardship through vendor evaluation, solution recommendations, and cost‑effective design and delivery of talent programs.
  • Provide expertise-based leadership by advising peers and stakeholders on talent management best practices, trends, and regulatory considerations.
