About The Position

SITEC Consulting is seeking an experienced System Engineer III (SE3) to support a major Department of Defense program. This senior-level role provides technical leadership across the full systems engineering lifecycle, including requirements analysis, architecture development, integration planning, documentation, verification, and coordination with Government stakeholders. The ideal candidate brings deep experience working on complex DoD systems, excels at leading engineering activities, and ensures technical integrity across design, development, and implementation.

Requirements

  • Active TS/SCI w/Poly clearance at time of application
  • Twenty (20) years of Systems Engineering experience on programs of similar scope and complexity
  • Bachelor's degree in system engineering , Computer Science, Information Systems, Engineering Science, Engineering Management, or related discipline
  • Five (5) additional years of SE experience may substitute for a degree
  • Demonstrated experience with: CAMEO, DoDAF Architecture Framework, Service-Oriented Architecture (SOA), Cloud Security architectures, Business System Interoperability
  • Proven ability to plan and lead SE activities and coordinate engineering efforts across multiple stakeholders
  • Experience developing engineering documentation such as SEPs, requirements specs, interface control documents, and integration plans
  • Strong understanding of IA Services, security mechanisms, and risk management
  • Experience supporting JCIDS and Certification & Accreditation processes
  • Ability to manage technical baselines and ensure the integrity of system architecture over time

Nice To Haves

  • Experience supporting large-scale DoD or intelligence community systems
  • Familiarity with configuration management processes
  • Strong communication skills for interfacing with senior executives and Government customers

Responsibilities

  • Analyze user requirements, CONOPS, and high-level architectures to develop detailed system requirements.
  • Lead system design and development efforts; evaluate alternatives and conduct feasibility studies.
  • Develop system architecture, design documentation, engineering plans, test plans, and technical reports.
  • Guide users in formulating requirements and integrating new capabilities into ongoing operations.
  • Provide technical leadership and ensure engineering efforts align with program goals and architectural frameworks.
  • Manage and track system requirements, derived requirements, and technical baselines throughout the lifecycle.
  • Support integration and verification planning; define evaluation criteria and verification methods.
  • Conduct quantitative analysis in system performance areas (reliability, maintainability, survivability, etc.).
  • Participate in CCBs, design reviews, program reviews, and test readiness activities.
  • Support Information Assurance requirements, including confidentiality, integrity, access control, and key management.
  • Develop and maintain SOA solutions and DoDAF-aligned architectural views (OV, SV, TV).
  • Support risk assessments, mitigation planning, and lifecycle engineering decisions.
  • Coordinate with Government stakeholders on technical considerations, issues, and deliverables.
  • Support development of JCIDS documentation, certification/accreditation processes, and interface control documents.
  • Contribute to system concepts, operational scenarios, physical architectures, and end-to-end flow analysis.
  • Capture system and interface designs in standardized repositories and ensure traceability to requirements.
  • Participate in IPTs to define new capabilities and ensure all development and operational considerations are addressed.
