Special Requirements This position currently allows for remote work but may transition to an onsite requirement at our designated office location, Monday through Friday, five days per week. Active Secret or Top Secret clearance required The Gist… Our Systems Analyst will support the formulation and application of mathematical modeling and other optimizing methods to develop and interpret information that assists management with decision making, policy formulation, or other managerial functions. May collect and analyze data and develop decision support software, service, or products. May develop and supply optimal time, cost, or logistics networks for program evaluation, review, or implementation. What Your Day Might Include… You will support law enforcement systems programs, analysis, and operations. This will span IT project, portfolio, and data management support as follows: IT Project Support IT Project management support spans a wide range, encompassing both systems in Operations and Maintenance (O&M) and new initiatives. The client methodology integrates Agile development frameworks like Scrum and Kanban, ensuring projects maintain flexibility, adaptability, and efficiency from inception to completion. The team provides comprehensive support across all project stages from initial planning and requirement gathering to execution, monitoring, and continuous maintenance. The focus is on iterative development, fostering continuous improvement, and promptly addressing evolving requirements and stakeholder expectations. To help the client achieve these goals, you will: Author user stories to facilitate Agile Development processes. Represent the Product Owner in Agile Ceremonies to ensure alignment with project goals and priorities. Author, maintain, develop, and execute User Acceptance Tests (UAT), documenting bugs, system improvements, and managing testing efforts throughout the system development life cycle. Offer expert knowledge in software development, requirement management, testing, and deployment across the full Software Development Life Cycle (SDLC). IT Portfolio Support IT Portfolio Management Support involves monitoring both funded and non-funded IT financial investments. The process assesses the health of IT projects across various stages, including pre-acquisition and acquisition, focusing on aspects such as scope, schedule, cost, and risks/issues. Additionally, you will gather project health information through interactions and meetings with interactions and meetings with project stakeholders. This includes performing detailed project analysis, such as reviewing schedules and requirements. In this capacity, you will: Provide inputs for the Quarterly Congressional Report and Monthly Executive Steering Committee (ESC) meetings managed by the client. Interact with OCIO and its customers to validate project status content for both the Quarterly Congressional Report and the ESC. Review and analyze project scope, schedule, requirements, and other Systems Lifecycle Management (SLM) documentation thoroughly Identify IT investment risks/issues that may necessitate client involvement in business process and requirements analysis. You will communicate these needs to the client for prioritization and execute remedies according to a mutually agreed-upon plan. Develop agendas and propose meeting topics for consideration by organization leads. Upon finalizing all documentation, ensure accessibility and storage within the repository. Review and update Executive Steering Committee and Configuration Management Board rosters as necessary. Collaborate with client leads to communicate changes to the relevant offices and update corresponding documentation promptly. Data Management Support The Data Management functions oversee critical functions related to data management, automation, reporting, and business intelligence requirements within the organization. This unit is dedicated to ensuring the integrity and accessibility of data across all systems and processes. By implementing robust data automation solutions and efficient data management strategies, the client supports streamlined operations and informed decision-making throughout the organization. Provide subject matter expertise in database and data warehousing concepts, design principles, methodologies, and approaches to support system development efforts. Provide subject matter expertise in Business Intelligence tools, concepts, design principles, methodologies, and approaches to support system development efforts. Provide subject matter expertise in data automation tools, concepts, design principles, methodologies, and approaches to support system development efforts. Collaborate with stakeholders to gather and analyze data requirements for business intelligence and reporting purposes. Provide training and support to users on data management tools and best practices to promote data literacy within the organization. Implement data management policies and procedures to maintain data integrity and compliance with agency data management standards. Support the development, deployment, and maintenance of automated processes for data ingestion, transformation, and validation to enhance operational efficiency and data accuracy. Collaborate with data engineers and architects to evaluate infrastructure improvements to support the scalability and performance of AI/ML workloads within the organization. Enhance data governance and metadata management practices to ensure the quality and lineage of data used for AI/ML applications.

Requirements

  • 10 or more years of relevant demonstrated experience.
  • Strong communication, interpersonal, writing skills.
  • Attention to detail and ability to meet multiple deadlines in a rapidly changing environment.
  • Encourage and build team spirit among staff, bringing about mutual respect and cooperation.
  • Active Secret or Top Secret clearance required
