Supervise and coach Eversource Transmission Coordinators / Transmission Outage Coordinators (TC/TOC) and available Transmission System Operators (TSO) when necessary. This involves the analysis, coordination, and scheduling of transmission system outages using off line AC load flow analysis and applicable guidelines, procedures, and other transmission system reliability standards/rules to produce a workable transmission system outage schedule. Monitor system conditions, disturbances and security on an as needed basis and provide leadership support and operational guidance to the (TSO) and (TC/TOC) when necessary in a coaching and counseling manner on a day to day basis. Will involve higher levels of management in discussions of unusual events, real time or anticipated, or as directed by transmission management. Assist in management decision making during emergent system conditions and emergency restoration efforts. Will carry out specific non-bargaining unit System Operations functions as directed by the Manager - Transmission System Operations. Essential Functions: Serves as the CONVEX/NSTAR Designated Management Representative (CDMR/NDMR) on an on-call rotational basis. Direct and indirect supervision of the TCs/TOCs. Periodically monitors Human and Organizational Performance and Coaching Observations in the Control Room. Establishes and champions business plan, goals and objectives in coordination with corporate and business unit strategic goals and initiatives, with particular emphasis on grid performance, reporting, benchmarking and improvement. Drives accountability and provides strategic direction for all functions of transmission outage coordination, metrics, reporting and analysis. Collaborates and partners with cross-functional company departments and support teams. In the absence of higher levels of management, or as required due to stressed transmission system operating conditions, provides guidance to, consultation with, or supervision of control room personnel. Leads and/or attends planning meetings of routine and major transmission system outages with a goal of maintaining safety and reliability while maximizing work and minimizing cost. Responsible for the preparation of participant and member company intermediate transmission system outage plan and requirements, ISO-NE intermediate transmission outage plans and requirements, and Eversource area generation availability. Ensures a coordinated safe, efficient, and reliable transmission outage schedule; ensures planned transmission outages do not adversely affect the security of the system and accordingly, appropriate risk mitigation strategies are developed and implemented. Prepares and distributes reports and documentation of transmission work as required to review, coordinate, and communicate outage schedule details with appropriate internal and external stakeholders; Prepares reports of significant events or issues, as requested by transmission management. Reviews (and occasionally performs) advanced system studies of the more complicated transmission facility outage requests. Represents Eversource at transmission outage coordination meetings and working groups such as those held by ISO-NE, member companies and neighboring TOPs for planning and coordination of future projects. Represents Eversource at various ISO-NE, NPCC and NERC committee and sub-committee and task force assignments. Accepts and reviews Outage and Energization (O&E) Plans from transmission projects and ensures proper routing and development of the O&E plan by the TCs/TOCs. Periodically performs a review of preliminary outages to look for possible conflicts that should be resolved prior to the outages becoming firm; works with the appropriate work requestors to provide resolution. Works closely with the Managers –Systems Planning and the Managers – System Operations Training and Procedures to ensure Transmission System configuration changes are updated in the Energy Management System (EMS) and reflected in Operating Instructions, Procedures and Guidelines and in a timely manner: Provides input to the Manager – Transmission Operations for the development of operating policies and procedures. Reviews and approves seasonal base cases as requested. Interfaces with the TSO and TCs/TOCs in the resolution of system operating issues including personnel and equipment safety, reliability, adherence to operating requirements, and congestion management. Assists, as required by management, in the coordination of response to system emergencies including hosting conference calls such as Capacity Deficiency, storm warnings etc. Reviews and approves changes to the Annual Maintenance Schedule provided by ISO-NE. May conduct oral progress reviews with TSOs to ensure initial training effectiveness. Participates on event review teams as assigned by Manager – Transmission System Operations. Participates in the evaluation of NERC standards, determining business and process impact. Complies with regulatory procedural requirements. Participates in Work Continuation Planning activities, including serving in a TSO role in the control room as assigned.
