About The Position

Senior SUBS Grant Analyst acts as a central office repository of knowledge for WashU in the research administration area of outgoing subawards. Independently reviews research awards for all WashU outgoing subawards under external funding agencies. Will review, process and negotiate subawards in the SUBSystem for both Danforth Campus and the School of Medicine. Serves as lead person for questions and signatures in absence of a manager. Must maintain a specialized knowledge of WashU proprietary outgoing subaward system (SUBSystem). The Senior SUBS Grant Analyst enforces compliance and provides expert advice and training to faculty and administrators related to internal University/School and external agency procedures and policies related to research administration. This position coordinates with Department Administrators, IT, SPA and other central areas to help ensure that SUBSystem is functioning well, has acceptable performance and is regularly upgraded. This position provides SUBSystem support to OSRS SUBS team, departmental and central users. Assists and conducts system testing in two testing environments and the production environment. This position also assists with SUBSystem training and security access.

Responsibilities

  • Prepare, review and negotiate outgoing sub-agreements. Includes, but is not limited to: Maintain up-to-date knowledge of the regulatory and legal framework and vast compliance rules affecting sponsored research agreements. Provide detail-oriented review of SUBSystem Required Items while providing expert guidance and enforcing compliance with University, School and external agency policies related to outgoing subawards. Analyze sponsored research awards received from external funding agencies for required flow down terms, and active assurances (animals, humans, conflict of interest, etc.) to prepare appropriate outgoing subaward agreements. Manage workload using status transparency for prioritization. Ensure accurate and timely submission of all subawards to OSRS Signing Official for approval. Administer and Manage the SUBSystem template portfolio of attachments, institutional database and internal Process documents.
  • Provide expert advice and training to University research administrators and faculty on research administration processes and policies. Develop and conduct training and user support via instructor-led training. Provide updates and content for a comprehensive SUBS user guide. Prepare learning material for presentations, classes and demos. Serve as presenter as needed. Conduct ad hoc classes as needed.
  • Training and Leadership Duties. Sign and approve outgoing subawards in SUBSystem as delegated by the manager. Assist with updates to training and reference materials for on-going outgoing subaward education for OSRS and the WashU research administration community. Train new and existing OSRS staff. Review and analyze current processes to ensure efficiency within OSRS and the university. Spearhead special projects being a team leader (streamlining, efficiency of processes, documents). Participate in Workday grant support meetings, discussions and processes.
  • SUBSystem configurations, enhancement fixes, upgrades and testing. Analyze functionality to recommend configurations and enhancements. Determine, verify and test configurations and enhancements in 3 environments: Development, Test, and Production. Share notifications with user community regarding fixes, configurations, enhancements, and system issues. Ensure notifications are clear and concise and provide screenshots as appropriate. Answer questions that may arise. Participate with OSRS, IT, and research administration community regarding work items. Track and prioritize the issues. Determine if and when issues can be closed. Document testing results and report to IT.
  • Reporting Manage FFATA reporting using SUBSystem FFATA reports and fsrs.gov. Assist with Small Business Subcontracting Plans (SBSP) reporting. Assist with reporting of monthly volume and turn-around time reporting, preparing weekly status report of SUBS’ team workload to facilitate prioritization and necessary follow up of workload for sub-agreements. Exercise sound judgment regarding financial information in order to accurately create and approve Supplier Contracts (formerly Purchase Orders) and Supplier Contract Amendments in University financial system (Workday) for subrecipient funding encumbrances. Assist Manager with special projects and perform other tasks as assigned.
