About The Position

The California Department of Public Health (CDPH) seeks a Senior Strategic Communication Advisor and Project Manager to serves as a high-level communications and policy consultant to help elevate California's public health efforts and activities related to state and federal issues. The Senior Strategic Communication Advisor and Project Manager will provide high-level strategic communication recommendations and manage high-profile projects CDPH's executive leadership team to provide public health information that is responsive to the questions and concerns of communities and families. CDPH plays a vital role in protecting the health and safety of Californians through the delivery of essential public health services, including infectious disease control, emergency preparedness, laboratory testing capacity, and immunization programs. The Senior Strategic Communication Advisor and Project Manager will support the development of vital and rapid communications to the public to combat misinformation to the public, as well as the strategic dissemination to key audiences. Salary range: $208,008.00 to $260,010.00 annually depending on experience and qualifications. Must submit resume along with application.

Requirements

  • Background in public health, communications, behavioral health, or related discipline.
  • Experience with strategic communications planning for large organizations or public agencies.
  • Knowledge of misinformation trends and strategies to address them.
  • Skilled in media relations, digital and social media, familiar with user-experience best practices and using data analytics for reaching target audiences, message development.
  • Familiarity with California's public health landscape, including agencies, partners, and community networks.
  • Experience developing or supporting trusted messenger or community outreach programs.
  • A Bachelor's degree from an accredited college or university with a major in Communications, Journalism, Public Administration, Public Relations, English, Government or related field AND­ at least three years of experience in the development, maintenance, evaluation, implementation, and coordination of a public information program or professional experience as a communication's project manager within a public health or government organization.
  • Knowledge of current public health issues
  • Project management abilities, and skilled in working in project management platforms such as Asana

Responsibilities

  • Advise the executive leadership team in developing, implementing and facilitating ongoing public health communications related to public health coalitions, federal and state public health emerging issues and policy changes, and general public health communications.
  • Work with the Office of Communications (COMMS) and management team in executing effective emergency response strategies, coordinating with the project coordinator and stakeholders, and translating complex health data into clear, public-facing messages.
  • Support statewide cross-sector network to share and develop communications and evidence-based interventions to improve prevention measures, address access and implementation barriers, and improve dissemination of policy updates and information.
  • Ensure internal and external partners receive accurate, science-based information aligned with CDPH guidelines and collaborate with global, regional, statewide and local health partners at all levels.
  • Serve as liaison between the Director's Office (DO) and COMMS to support a public health community messenger network to ensure bidirectional feedback and messaging with key audiences.
  • Lead communication campaigns, strategies and tactics between DO and COMMS to promote public health partnerships and coalitions.
  • Advise on developing key messages, talking points, and content to counter misinformation, support public health campaigns and develop metrics to improve campaign engagement and elevate message for impact.
  • Ensure message alignment with CDPH Centers, Divisions and Offices.
  • Support Behavioral Health and Future of Public Health initiatives through coalition building and other high-level activities and campaign opportunities.
