About The Position

ACT contributes to preserving the peace, security and territorial integrity of Alliance member states by leading, at Strategic Command level, Warfare Development required to enhance NATO’s posture, military structures, forces, capabilities and doctrines. The Capability Development Directorate (CAPDEV) comprises two Divisions—Requirements and Capabilities. The Directorate supports SACT in his Capabilities Requirement Authority (CRA) role. It is responsible for a holistic through lifecycle Capability Development approach that infuses innovation and transformative efforts that are an integral part of the Warfare Development. This includes responsibilities for elicitation, development, capture and collection, quality review, traceability and visibility of capability requirements. The Capabilities Division coordinates the development of capabilities from capability planning through acceptance and then disposal with the management entities, NATO Headquarters staff and the NATO Governance Structure. This entails synchronizing horizontally across capabilities to achieve coherent efforts and outcomes. The Logistics & Sustainment Branch leads DOTMLPFI capabilities development activities across the lifecycle for Logistics, Movement, Transportation and Military Engineering processes and associated Warfare Development activities in HQ SACT. Provides programme direction of logistic related programmes and provides functional expertise (logistics, MILENG, HNS, logistic information etc.) to other programmes to provide interoperability solutions. The Senior Logistics/Supply Chain Engineer is assigned to the Logistics and Sustainment Branch. The Senior Logistics/Supply Chain Engineer will be responsible for designing and assisting the implementation of NATO logistics processes, distribution systems and driving continuous performance improvement.

Requirements

  • University Degree in petroleum, oil and lubricant installations, managerment information systems, accounting, economics, finance, business administration, public administration, operations research, project management or related discipline and 4 years post related experience, or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 5 years post related and 2 years function related experience.
  • Six years of experience in a supply chain, logistics or similar environment.
  • Proven track record in programmes or projects related to supply chain process mapping, storage and warehousing design/layout and distribution system designing.
  • Proficient in Microsoft Office Applications.
  • Advanced MS Excel user.
  • Experience and familiar with Warehouse Management System and Transportation Management System.
  • Knowledge of computer-assisted engineering and design software and equipment such as AutoCAD, MS-Project and Visio.
  • Knowledge of Simulation software.
  • English - SLP 3333 - (Listening, Speaking, Reading and Writing)
  • The successful applicant will be required to apply for and receive a NATO SECRET Security Clearance prior to final confirmation of contract and commencement of employment.

Nice To Haves

  • Previous NATO staff experience in a Joint or Combined HQ.
  • Three years programme and project management experience.
  • Qualifications and/or certification as a Project Manager.

Responsibilities

  • Develop business architectures and warehouse, distribution and transportation designs for NATO 2030 related logistics and sustainment capability programmes (initially the Fuel Supply Chain Capability Programme).
  • Analyze current NATO supply chain processes, identify and recommend areas to optimize performance, and advise and trigger revisions for effective functioning in NATO logistics environment.
  • Analyze customer specifications (operational requirements), design changes, collect relevant data from industry and NATO nations, interpret analytical data to develop designs, architecture and drive continuous improvement.
  • Perform mapping, benchmarking and identify the dependencies on current business process for each of the programmes.
  • Perform cost/benefit trade-off analysis and develop business cases for recommended NATO 2030 programmes involving supply chain process, logistics system or technology change.
  • Manage the design and architecture development by using the capability programme management tools (PMO InfoHub, collaboration sites, and the like).
  • Undertake periodic reviews of progress (outputs/outcomes) against logistics and sustainment capability programme plans.
  • Identify and track programme resources when integrating NATO 2030 initiatives into the larger budget cycle.
  • Have a full understanding of the NATO Common Funded Capability Delivery Governance Model and support the development of the programme management products before submission to Governance.
  • Prepare correspondence, presentations, reports, database queries and analyses as required using modern office automation equipment and software.
  • Organizing meetings and coordinating/distributing meeting agendas, briefings, and Action items.
  • Lead or participate in meetings, conferences and seminars as required.
  • Manage, monitor, and report the following products related to capability programme projects: Risks and Issues Log, Dependency Log, Lessons Identified, Lessons Learned, Stakeholder communications, Programme of Work work packages, status and highlight reports, capability architecture status to relevant meetings -timely and accurate information focused on decision-making.
