About The Position

To research and analyze the nature, effect, and results of system difficulties. Work closely with Leadership and Business Analyst team to test and validate data. Ensure that payroll deadlines are met.

Requirements

  • Bachelor’s degree from an accredited institution or equivalent work experience.
  • Three (3) years of experience in accounting, payroll or budgeting required.
  • Demonstrated success in working in the financial control process in a governmental accounting environment.
  • Knowledge of public sector payroll operational processes; ability to remain current with changing payroll technology, processes and operations.
  • Analytical skills for reviewing information, identifying important payroll issues and formulating alternative solutions to problems in area of responsibility.
  • Ability to think and function logically in a multi-tasking environment.
  • Partnering skills to successfully achieve ends/results.
  • Ability to read and interpret federal regulations, Florida statutes, state board rules, board policy, and union contracts.

Nice To Haves

  • Supervisory experience preferred.
  • Preference given to SAP experience.

Responsibilities

  • Support the Payroll Services leadership in managing all operations and functions within the Payroll Section consistent with district goals.
  • With and through staff, help develop plans and identify expected outcomes/results for the section.
  • Support the Assistant Director, Payroll Services in gathering feedback and evaluating the effectiveness of the section as perceived by the users of their services.
  • Work independently and have technical and analytical abilities to make decisions for a specific payroll functional area of focus that impacts the entire work group for that process.
  • Determines the appropriate payroll practices as it relates to school and/or operational support for the District.
  • Performs the downloading, analysis and summarization of the payroll data from the SAP system for the preparation of weekly/monthly file submissions to the Department, State, Federal and/or Local agencies for the entire District.
  • Provides payroll support district-wide to all school-based and central offices.
  • Research and analyze the nature, effect, and results of system difficulties. Work closely with Leadership and Business Analyst team to test and validate data.
  • Develop, document, and maintain all current and new job related payroll business process documents and workflows for efficiency and compliance.
  • Analyze data and troubleshoot problems to resolve system and/or data discrepancies.
  • Collaborate across multiple departments (Human Resources, Budget, Finance, Grants, Procurement, Information Technology, Certification, etc.) within the organization to diagnose and resolve technical data issues within SAP.
  • Responsible for designing and implementing complex spreadsheets, analyzing data, and providing insights that drive business decisions.
  • Interpret and comply with federal regulations, Florida statutes, state board rules, board policy, and union contracts impacting all areas of payroll.
  • Review, analyze and reconcile payroll information, identifying and correcting any issues that would result in penalties to the District.
  • Process time evaluation and payroll for the entire District which creates payroll results and leave accrual for all employees each week.
  • Review, analyze, post payroll, reconcile salaries, payable accounts and overpayments.
  • Keep the Payroll Services leadership informed of critical issues within the section and incidents about which the Superintendent and/or board should be aware.
  • Responsible for making hiring recommendations. Provide mentoring and guidance to direct reports. Problem solve and provide continuous, constructive feedback.
  • Regularly monitor, evaluate and assess staff performance. Create specific, measurable goals for direct reports and area of responsibility. Communicate and collaborate effectively.
  • Follow the district’s policies and procedures as related to all HRMD guidelines, executive limitations, the district’s instructional initiatives, and the school district’s charter guidelines.
  • Follow the district’s policies and procedures as related to fixed assets.
  • Develop leadership in subordinates.
  • Responsible for keeping up to date on current technology being used by OCPS. With the support of the district, attends training to ensure skill level in various technologies is at the level required to perform in current position.
  • Responsible for maintaining timely and accurate information and accountable for the quality of information maintained by those they supervise.
  • Responsible for self-development and keeping up to date on current research, trends and best practices relevant to the area of responsibility.
  • Perform other duties and responsibilities as assigned by the supervisor.
