About The Position

United Integrated Services (USA) Corp. (UIS) was founded in Phoenix, Arizona in 2020 as a U.S. subsidiary of United Integrated Services Co., Ltd. (UIS Taiwan), established in 1982. UIS is a multidisciplinary engineering and construction company that provides fully integrated design-build services to clients in the high-technology industry for their manufacturing facility needs. Their scope of services includes engineering design, high-tech factory planning, and on-time equipment and material delivery, with clean-room systems, HVAC, electrical systems, and tool hook-up being vital parts requiring total coordination. The Senior Safety Manager is responsible for the strategic leadership, development, and execution of the organization’s safety and compliance programs across all construction operations. This role ensures regulatory compliance, drives continuous improvement in safety performance, and fosters a company-wide culture of safety excellence. The manager provides day-to-day oversight of incident investigations, risk management initiatives, and safety performance metrics while partnering with operations leadership to proactively reduce workplace hazards and prevent incidents.

Requirements

  • Bachelor’s degree in occupational safety, Environmental Health & Safety, Construction Management, or related field (or equivalent experience).
  • 10+ years of progressive safety leadership experience within construction, heavy civil, industrial, or infrastructure sectors.
  • Proven experience leading large-scale safety programs.
  • Extensive experience directing incident and accident investigations, including root cause analysis.
  • Strong knowledge of construction safety regulations, risk management practices, and compliance frameworks.
  • Professional safety certifications CSP or CSM/CSD, and OSHA 500.
  • Demonstrated leadership ability with strong communication, analytical, and decision-making skills.

Responsibilities

  • Provide day-to-day leadership for the company’s safety vision, strategy, and performance objectives across all construction projects and operations.
  • Develop and implement enterprise-wide safety policies, procedures, and programs that align with regulatory requirements and industry best practices.
  • Establish and promote a strong safety culture that emphasizes accountability, hazard recognition, and proactive risk management.
  • Advise executive leadership on safety performance, emerging risks, and compliance strategies.
  • Align safety teams in identifying risks based on construction scheduling and sequence.
  • Ensure full compliance with all federal, state, and local safety regulations and industry standards.
  • Oversee company-wide safety audits, jobsite inspections, and risk assessments to identify hazards and implement mitigation strategies.
  • Maintain compliance documentation and safety reporting systems across all operations.
  • Serve as the primary liaison with regulatory agencies during inspections, investigations, or enforcement actions.
  • Provide leadership and oversight for the investigation of workplace incidents, injuries, near-misses, and property damage events.
  • Direct root cause analysis processes and ensure thorough documentation of investigation findings.
  • Develop and implement corrective and preventive action plans based on investigation results.
  • Communicate investigation findings and lessons learned to senior leadership and operational teams to prevent recurrence.
  • Monitor trends in incidents and investigations to identify systemic risks and implement improvement strategies.
  • Develop and oversee company-wide safety training programs for employees, supervisors, and subcontractors.
  • Ensure consistent safety education, hazard awareness, and compliance training across all project sites.
  • Mentor and develop safety personnel and field leadership in safety management practices.
  • Partner with project executives, project managers, and field supervisors to integrate safety into all phases of project planning and execution.
  • Provide guidance on high-risk activities, safety planning, and job hazard analysis for complex construction operations.
  • Set safety performance goals while maintaining productivity and project timelines and support operational teams in achieving those goals.
  • Develop, track and analyze key safety performance indicators, including incident rates, investigation outcomes, and compliance metrics.
  • Present weekly, client facing safety performance reports and improvement strategies to executive leadership.
  • Drive continuous improvement initiatives that reduce incidents and strengthen operational safety standards.
