About The Position

As a Senior Risk Analyst supporting our Federal government client, you will be trusted to provide perform detailed risk analysis to evaluate applications, affiliations, and funded programs. Your work will focus on identifying risks associated with foreign investments, maturity of capabilities, and the feasibility of commercialization. The findings of your analysis will directly inform government decisions about continued investment in key areas of semiconductor innovation.

Requirements

  • Bachelor’s degree and 15 years of experience in risk analysis, assessment, or data-driven evaluations for federal or public sector programs.
  • Knowledge of foreign investment risks and their implications for government-funded programs, particularly in advanced technology and semiconductor sectors.
  • Strong analytical skills with proven expertise in feasibility analysis, project monitoring, and risk reduction strategies.
  • Demonstrated ability to assess technical and financial risks for programs designed to mature and commercialize emerging capabilities.
  • Exceptional communication skills, including written reports, briefings, and recommendations tailored to government stakeholders.
  • Ability to manage simultaneous assessments effectively and provide timely updates to leadership.
  • Proficiency in Microsoft Office Suite and risk evaluation tools/software.
  • US citizenship and the ability to obtain a public trust clearance

Nice To Haves

  • Master’s degree in Risk Management, International Business, Economics, or a related field.
  • Experience supporting risk management efforts for R&D programs or investments related to the CHIPS Act.
  • Knowledge of semiconductor technology development, commercialization strategies, and innovation ecosystems.
  • Familiarity with interagency processes for evaluating foreign investments, compliance, and affiliation risks.
  • Background in tools and frameworks for portfolio risk evaluation and program monitoring.

Responsibilities

  • Risk Assessment of Applications: Evaluate entities applying for BAA funding, CRDO opportunities, or special initiatives to identify risks associated with foreign investments, partnerships, or affiliations. Assess compliance with government priorities of safeguarding critical technologies and fostering secure domestic innovation ecosystems.
  • Risk Analysis of Funded Programs: Conduct risk assessments for programs receiving government investment to determine the feasibility of maturing and commercializing capabilities. Review technical and operational risks associated with transitioning emerging technologies into viable market solutions.
  • Foreign Investment Review: Analyze foreign investment or influence risks in entities applying for funding, ensuring alignment with U.S. interests under the CHIPS Act and broader government technology security priorities. Collaborate with interagency partners to highlight potential economic or security vulnerabilities.
  • Feasibility Studies: Assess the feasibility of funded programs achieving intended technical milestones, performance objectives, and commercialization goals. Recommend adjustments to funding strategies as necessary to mitigate risks and ensure successful project outcomes.
  • Recommendations to Leadership: Provide actionable recommendations to government leadership based on assessment findings, including adjustments or alterations to project funding or strategy to reduce risk exposure.
  • Risk Framework Development: Contribute to the development of risk evaluation frameworks for BAAs and funding programs to assess impacts from security, economic, and operational perspectives.
  • Portfolio Reviews: Support portfolio reviews to assess and address potential risks associated with existing government investments in semiconductor R&D projects.
  • Analysis Reports and Briefings: Prepare comprehensive risk analysis reports and presentations for CRDO leadership, highlighting findings, areas of concern, and actionable recommendations for mitigating risks.
  • Collaboration Across Stakeholders: Work with technical experts, program managers, government officials, and external stakeholders to gather necessary data, understand project deliverables, and inform risk evaluations.
  • Continued Investment Analysis: Conduct long-term evaluations of funded programs to determine whether continued investments by the government are justified based on program performance, risk levels, and feasibility of commercialization.
