About The Position

Parsons is looking for a talented Senior Quality Manager to join our growing team! In this role, you will lead the quality practice for the PM/CM team, acting as a key advisor and authority on quality management. We are seeking passionate, skilled, and experienced professionals to join a major program and construction management team that is dedicated to supporting a large government customer in successfully delivering on a significant infrastructure project central to the United States’ border security programs. In our anticipated role, Parsons will provide Owner Agent Construction Management Services including Program Management, Construction Management, Risk Management, Scheduling, Cost Estimating, Progress Reporting, Construction Quality Assurance, Safety, and other supporting services to achieve program success. Note: US Citizenship is required for this position.

Requirements

  • US Citizenship is required
  • Must be able to obtain appropriate DHS suitability determination
  • Bachelor’s degree in Engineering, Construction, Project Management, Business, or Quality discipline (or equivalent experience)
  • 15+ years of experience in Quality or related field, with 10+ years in a supervisory or management capacity
  • Proven ability to manage quality for federal infrastructure projects with complex oversight requirements
  • Expert knowledge of ISO 9000 standards and federal QA/QC protocols (including USACE standards)
  • Strong leadership skills with experience managing large, geographically dispersed teams
  • Excellent communication, analytical, and problem-solving abilities
  • Ability to direct and manage large teams and complex projects
  • Proficiency in Microsoft Office Suite and quality management software tools

Nice To Haves

  • Master’s degree in a related field (preferred)
  • Certified ISO-9000 Lead Auditor and/or ASQ Certified Quality Engineer (or ability to obtain within 6 months) or equivalent certifications such as CMQ/OE, CQA, CQE , or Professional Engineer registration
  • In-depth familiarity with USACE 3-Phase Control , EM 385-1-1 Safety requirements, and federal construction quality standards
  • Membership in a nationally recognized Quality organization
  • Advanced knowledge of risk management and corrective/preventive action systems

Responsibilities

  • Provide strategic leadership for quality management across a complex, multi-site construction program
  • Oversee and mentor a team of regional quality managers and a large QA/QC workforce (200+ personnel)
  • Develop, implement, and maintain program-wide Quality Management Systems aligned with Parsons standards and USACE QA/QC requirements
  • Establish governance frameworks, audit schedules, and corrective action protocols for diverse project environments
  • Collaborate with senior stakeholders in program management, engineering, procurement, and construction to ensure quality objectives are met
  • Prepare and approve quality manuals, plans, and procedures for compliance with federal regulations and industry standards
  • Drive continuous improvement initiatives and maintain organizational quality certifications
