About The Position

The State of Illinois and the Illinois Environmental Protection Agency (Illinois EPA) are seeking an experienced and visionary leader to serve as the Senior Public Service Administrator, Option 1 – State Electric Vehicle Policy Advisor. In this pivotal role, you will shape and advance policies that drive the development and operation of electric vehicle programs and infrastructure across Illinois. The successful candidate will lead statewide coordination of electric vehicle initiatives across executive agencies under the Governor, serve as a key liaison between Illinois EPA and state, federal, municipal partners, and industry stakeholders and, research, design, and secure funding opportunities to accelerate electrification and expand EV infrastructure throughout the State. Requirements

  • Requires knowledge, skill and mental development equivalent to completion of four years of college.
  • Requires prior experience equivalent to four years of progressively responsible administrative experience in a public or business organization.
  • Requires the ability to travel.
  • Requires a valid driver’s license.
  • Requires ability to work at various times outside of normal office hours to meet deadlines.
  • Requires ability to pass a name-based background check.
  • Requires use of an agency-supplied mobile phone.
  • Requires ability to be on-call.
  • Requires ability to work overtime.

Nice To Haves

  • Prefers at least (4) four years of experience in developing and managing policies for a major EV program.
  • Prefers at least (4) four years of experience in developing strategies to increase adoption of light duty and medium-heavy duty EVs and charging infrastructure.
  • Prefers at least (4) four years of experience in conducting research into emerging environmental and energy issues, including EV-related data and information.
  • Prefers at least (2) two years of experience administering state or federal grants.
  • Prefers at least (4) four years of experience in preparing and presenting comprehensive reports, memos, correspondence, etc. in a clear and concise manner.
  • Prefers at least (4) four years of experience in developing and maintaining cooperative working relationships with internal and external stakeholders.
  • Prefers at least (4) four years of experience in speaking publicly before large audiences when presenting to State, Federal, and local government agencies and officials, industry, and various public groups.
  • Prefers the ability to utilize a personal computer with knowledge of Microsoft Word, Access and Excel Software.

Responsibilities

  • Serves as Policy Advisor on behalf of the Director of IEPA and the Statewide Electric Vehicle (EV) Coordinator and effectuates policies primarily related to Electric Vehicle programs.
  • Develops and implements policies and programs primarily focused on EV adoption.
  • Conducts research and compiles reports to advise Agency Director and Statewide EV Coordinator.
  • Develops and facilitates outreach and communication with external stakeholders.
  • Serves as full-line supervisor.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties.
