About The Position

Tetra Tech’s Disaster Response Division currently has an opportunity for a Senior Public Assistance Consultant to lead FEMA Public Assistance projects as the on-the-ground manager who translates federal requirements into timely, high-quality grant outcomes. You will represent Tetra Tech with clients, FEMA, engineers, and applicants; organize and upload required documentation into the Grants Portal; advise on eligibility and project implementation; and resolve RFIs and closeout issues to ensure funds flow to recipients quickly and accurately. This is a field-forward, client-facing role that requires frequent travel and close coordination with internal subject-matter experts and external stakeholders.

Requirements

  • Minimum 5+ years of FEMA Public Assistance grant experience.
  • Strong proficiency in Microsoft Excel with the ability to utilize Excel functions to increase efficiency.
  • Highly organized, detail-oriented, self-motivated, and adaptable to shifting priorities and tight deadlines.
  • Excellent verbal and written communication skills; proven ability to manage multiple stakeholders and complex documentation.
  • Ability to travel frequently to disaster-affected locations for extended assignments, including deployment on short notice.

Nice To Haves

  • An associate or bachelor’s degree.
  • Prior FEMA Public Assistance experience as a Task Force Leader (TFL), Public Assistance Group Supervisor (PAGS) (or similar state/local experience).
  • Prior experience working with FEMA Grants Manager / Grants Portal.

Responsibilities

  • Serve as the client/applicant advocate, advising on FEMA laws, regulations, and eligibility.
  • Draft, review, and submit FEMA PA Project Worksheets (Categories A–G), Cost Estimates (CEFs), and Streamlined Project Applications.
  • Enter, update, and maintain project records and documentation in the FEMA Grants Portal.
  • Collect, organize, and upload required supporting documentation to project storage systems.
  • Assess applicant situations, interpret relevant federal regulations, and recommend appropriate project implementation approaches.
  • Draft and respond to FEMA Requests for Information (RFIs) and resolve issues to advance projects toward closeout.
  • Produce concise status reports and briefings for clients and project managers.
  • Coordinate with engineers, contractors, and internal subject-matter experts to complete technical deliverables.
  • Perform basic data tasks tied to project delivery (data entry, reconciliation, and short analyses) as needed.
  • Travel frequently to disaster-affected locations to support field operations and program implementation.
  • Additional duties as required.
