About The Position

Assists in the development and monitoring of company policies and procedures related to property management; responsible for recruitment, training, development, and supervision Community Managers (CM) and one Property Supervisor (PS) and primarily responsible for ensuring the physical asset and positive performance of the assigned portfolio. Assists senior management and other supervisors with special projects and other related work.

Requirements

  • Knowledge of apartment property management normally acquired by four years of college OR comparable work experience.
  • Minimum of three years’ experience overseeing multiple Community Manager’s/Teams, managing properties in affordable housing developments, including but not limited to Department of Housing and Urban Development (HUD), Low Income Housing Tax Credits (LIHTC), Tax-Exempt Bonds, Rental Housing Construction Program (RHCP), California Housing Rehabilitation Program (CHRP), California Housing Finance Agency (CHFA), and Assisted Housing Program (AHP) properties.
  • Experience in generating property budgets.
  • Working knowledge of applicable local and federal housing laws including Fair Housing and Landlord and Tenant laws required.
  • Ability to read, analyze and interpret general business periodicals, professional journals, technical procedures, government regulations, loan documents, financial reports, regulatory agreements, and other legal documents.
  • Ability to respond to inquiries or complaints from residents, regulatory agencies, or members of the business community.
  • Ability to write reports, business correspondence and procedure manuals.
  • Ability to effectively present information to top management, public groups, and officials, and/or boards of directors.
  • Ability to calculate figures and amounts such as discounts, interest, proportions, percentages.
  • Ability to analyze financial reports, income statements and perform cost analyses.
  • Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
  • Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
  • Current COS, TCS, SHCM or HCCP or attainment within six months of hire.
  • Current tax credit certification or attainment within six months of hire.
  • Must have reliable automobile transportation
  • Knowledge of affordable housing regulations a plus, including but not limited to HUD, Low Income Housing Tax Credits, Tax-Exempt Bonds, RHCP, CHRP, CHFA, and AHP.
  • Ability to review regulatory agreements and ability to interpret same.
  • Working knowledge of applicable local and federal housing laws a plus.
  • Knowledge of property maintenance, property marketing, and financial aspects of property management a plus.
  • Knowledge of basic employment laws as they relate to equal opportunity, hiring, training, promotion, evaluation, and termination.
  • Strong supervisory, personnel management and organizational skills.
  • Ability to delegate and communicate property management policies and procedures.
  • Computer literate.
  • Proficient in Word and Excel.
  • Experience with property management software (preferably YARDI).
  • Excellent communication (verbal and written), problem solving, decision-making, interpersonal and time management skills.
  • De-escalation and conflict resolution communication skills, a plus.
  • Ability to work under pressure and successfully meet deadlines.
  • Must be able and willing to travel to all company locations to carry out duties and responsibilities associated with the management of property portfolio.
  • Ability to handle shifting and multiple priorities in a fast paced, growth environment.
  • Experience working with diverse groups, i.e., staff, residents, outside contacts.

Responsibilities

  • Oversee a portfolio of properties directly and indirectly that is managed by a Property Supervisor under the Senior Property Supervisor’s direct supervision.
  • Assist Regional / Associate Director of Property Operations with month end reporting, review of capital improvement projects and other misc. projects as needed.
  • Establish and coordinate a communication system involving transactions and activities between onsite staff and the Central Office to ensure appropriate monitoring and control of property issues and operations.
  • Hires, trains, supervises, develops, and terminates the employment of those supervised in accordance with company policies and directives; performs timely performance evaluations on supervised employees; assists CM’s with site-level employees.
  • Approves all new hires, status changes, and terminations for on-site personnel.
  • Monitors, assists, and makes recommendations to improve property operations; reviews occupancy status; recommends rent schedules and prepares rent increase requirements to governing agencies.
  • Reviews property dashboard metrics monthly with team and makes recommendations to Regional or Associate Director of Property Operations (ADPO) for next steps, in ensuring all areas of measurement fall within company guidelines.
  • Reports on dashboard metrics timely.
  • Reviews/audits property administrative, accounting, and maintenance areas to ensure compliance with established policies and procedures; approves all exceptions of same.
  • Performs review in conjunction with reporting established within the Property Supervisor Guidebook.
  • Oversees the resolution of resident relation issues.
  • Physically Inspects the properties a minimum of twice a month to ensure the highest standards are maintained; evaluates effectiveness and efficiency of maintenance, grounds, and housekeeping operations.
  • Inspect all vacant apartments for market-ready condition at every property visit.
  • Physically inspects, the properties of their Property Supervisor once a quarter providing feedback and support to ensure properties are maintained to Eden’s standards.
  • Assists in or develops corrective programs to ensure the physical and fiscal well-being of the apartment communities.
  • Prepares annual operating and capital budgets; monitors budget performance and prepares summary reports of same.
  • Provides guidance to Property Supervisor on the preparation of their budgets and participates in the budget review process for those budgets.
  • Timely Reviews and approves expenditures within specified budgetary guidelines.
  • Negotiates and/or evaluates contracts and makes recommendations, where applicable.
  • Prepares and conducts quarterly portfolio training/meetings, to include all property personnel.
  • Leads quarterly multi portfolio team meetings ensuring important information is cascaded down to all site team members and feedback is delivered back to supervisor and Vice President of Property Operations.
  • Oversees relocation and legal trackers and reports to ADPO any anomalies and areas of concern.
  • Represents region in meetings and events when ADPO is unavailable to do so.
  • Analyzes monthly dashboard reports for the portfolio and provides recap of successes and areas of improvement to ADPO.
  • Responsible for the process of ensuring all new hires in the region are assigned an OSM / OSMT as needed and that all associated communication (both internal and external) is sent at least five working days prior to the new hire’s start date.
  • Establish and maintain ongoing working relationships with lenders and regulatory agency personnel.
  • Ensures that regulatory agreements are adhered to and followed.
  • Assists in the development and implementation of property management training programs.
  • Conducts/facilitates training for team.
  • Attends all industry meetings and other regulatory agency meetings as required and appropriate.
  • Identify, train and mentor a Community Manager(s) amongst the assigned portfolios.
  • Nurture their growth amongst the portfolio as part of your leadership amongst the Eden team.
  • Stay abreast of technology advances and actively utilize Eden sponsored software such as Notion and LinkSquares and support the usage of such with the site teams and other colleagues.
  • Routinely test or pilot strategic initiatives within assigned portfolio.
  • Attend and participate in leadership workshops/trainings, as required by Eden Housing
  • Motivate and lead your team by example.
  • Provide recognition and visibility amongst the organization.
