About The Position

Boeing Defense, Space and Security (BDS) has an exciting opportunity for a Senior Project Management Specialist (Level 5) to join the KC-46 Program Management team in Tukwila, WA! The Business Development and Capture IPT within KC-46 is a highly dynamic environment where we partner with our Foreign and Domestic Customers and our Business Development and Program teams to capture new orders. The position is responsible for partnering with Capture Team Leaders and Strategy to align customer requirements with Boeing Products, influence Research and Development (R&D) investments, collaborate with Department of Defense (DoD) and foreign customers, and lead the development of new KC46 aircraft proposals. The ideal candidate has deep experience managing complex aerospace defense programs, strong knowledge of DoD acquisition processes, proven success with the Program Management Best Practices, and ability to work across Business Units, Organizations, and Functions. Strong communication and organizational skills are critical to success in this position, along with the ability to build strong relationships, collaborate in a cross-functional environment, and utilize problem-solving skills to proactively identify and manage risks and opportunities.

Requirements

  • 5+ years of experience leading cross-functional teams
  • 5 or more years' related work experience or an equivalent combination of education and experience in Project/Program and/or Product/Portfolio management or equivalent
  • Forecasting and managing a multi-million-dollar budget
  • Strong communication, problem solving and analytical skills
  • Experience in preparing and presenting executive level briefings
  • A self-starter with strong time management skills to effectively work and meet deadlines
  • This position requires the ability to obtain a U.S. Security Clearance for which the U.S. Government requires U.S. Citizenship. An interim and/or final U.S. Secret Clearance Post-Start is required.
  • This position must meet U.S. export control compliance requirements. To meet U.S. export control compliance requirements, a “U.S. Person” as defined by 22 C.F.R. §120.62 is required. “U.S. Person” includes U.S. Citizen, U.S. National, lawful permanent resident, refugee, or asylee.

Responsibilities

  • Provide senior program management leadership and accountability for the KC‑46 Business Development portfolio: management and development of business artifacts from Finance, Integrated Planning and Scheduling, Estimating, and Contracting.
  • Execute capture strategies with a focus on USAF contracting processes, coordination with DoD, and customer country ministries of defense, and alignment with company business development goals.
  • Establish and maintain proposal baselines (cost, schedule, technical) and enforce formal baseline management processes; manage formal baseline changes through authorized Configuration Control Boards (CCBs).
  • Collaborate frequently with the United States Air Force (USAF) program office, and program leaders to address immediate and strategic challenges
  • Drive risk management and mitigation across multi‑disciplinary teams; maintain risk registers, mitigation plans, and escalate when necessary.
  • Collaborate with supply chain, manufacturing, test, quality, and sustainment teams to ensure completeness in the proposal and program plan.
  • Lead customer engagement including program reviews, proposal and customer engagement milestone events, and applicable R&D reviews.
  • Ensure compliance with export controls (International Traffic in Arms Regulations/Export Administration Regulations (ITAR/EAR), Foreign Military Sales (FMS) procedural requirements, and corporate governance.
  • Mentor and develop program staff; build high‑performing cross‑functional teams and align resources to program priorities.
