About The Position

You will be supporting dynamic public health systems supporting the Maine Department of Health and Human Services (DHHS). This work involves key systems that extend far beyond state government. Hybrid Work Opportunity – The employee in this position currently has the opportunity to work from home as much as 90% of the time. The Department of Administrative and Financial Services (DAFS) Office of Information Technology (OIT) provides information technology support to over 13,000 a variety of applications for clients. OIT oversees large-scale enterprise applications that support the critical and diverse business needs of the State of Maine and its agencies. OIT is seeking a highly talented individual who can lead technical teams and who maintains and supports a variety of applications for our business partners. Requirements

  • Microsoft Stack: Strong experience with .NET (preferably .NET Core / .NET 6+)
  • Proficiency in MS SQL Server, including database design and performance tuning
  • Experience with JavaScript and modern frontend frameworks
  • Working knowledge of Python for scripting or data-related tasks
  • Experience with Microsoft Reporting Services (SSRS)
  • Experience with SQL Server Integration Services (SSIS)
  • Design and build scalable, high-performance applications
  • Experience with RESTful APIs and microservices architecture
  • Strong understanding of design patterns and clean architecture
  • Experience handling large datasets and data integrations
  • Experience with Microsoft Azure
  • Familiarity with CI/CD pipelines (Azure DevOps / GitHub Actions)
  • Ability to lead technical design discussions
  • Conduct code reviews and mentor junior developers
  • Collaborate with cross-functional teams and stakeholders
  • Take ownership of production systems and deployments
  • Four (4) years of computer programming experience utilizing higher level languages including two (2) years at the Programmer Analyst level or equivalent -OR- a Bachelors Degree in Computer Sciences including two (2) years at the Programmer Analyst level or equivalent.
  • A Masters Degree in Computer Science may be substituted for one (1) year of programming experience.

Nice To Haves

  • Engine integration is preferred
  • Experience with healthcare data systems is preferred
  • Experience with Docker or containerization (preferred)

Responsibilities

  • Support, maintain, and upgrade existing complex applications
  • Use scripting languages to maintain and update user interfaces
  • Manage, report, and maintain complex data in Microsoft SQL databases
  • Develop and maintain highly complex data integrations using ETL tools
  • Respond to and resolve system problems to ensure systems are continuously available and function properly
  • Develop expertise in health care technologies such as Rhapsody Interoperability Engine and Starlims LIMS
