About The Position

The Senior Program Strategy Analyst is responsible for working independently and collaboratively across all CSBS business units in analyzing data and current state business processes, operating models, state and institutional policies, and regulatory requirements to develop functional designs and business strategies for an improved target state that aligns with the organization’s mission and strategic plan for the use of digital platforms and tools that promote effective and efficient supervision and licensing of financial institutions. The Senior Program Strategy Analyst reports to the Senior Vice President, Program Manager of the CSBS Program Management Office (PgMO). The PgMO sits within the Finance & Office Operations business unit and manages a portfolio of programs with enterprise-wide impact. PgMO initiatives begin with a collaboration with senior leaders across the organization to develop a business case to clarify the desired outcome, identify investment needs and potential returns, and determine an implementation strategy when complex business requirements with enterprise impact are identified. The Senior Program Strategy Analyst will contribute to this process by facilitating discovery and current state analysis among subject matter experts across multiple business disciplines and synthesizing findings into target state and implementation proposals. This includes the need to perform data analysis, business analysis, financial analysis, risk analysis, and a review of potential solutions, including solutions offered by external technology providers. Demonstrated experience performing fit/gap analysis for complex business workflows, data modeling, business and functional requirements engineering, business process design, and proficiency with financial analysis and project accounting are essential for this duty. Once an initiative is approved, the PgMO establishes the governance and program management framework for delivery teams to follow, and conducts regular, independent reviews of delivery feasibility and risks throughout all phases of the program in execution. The PgMO has accountability to CSBS Executive and Board Leadership in ensuring transparency into program health and performance of delivery teams so that governing bodies can fulfill their fiduciary responsibilities and oversight roles. The Senior Program Strategy Analyst is thus expected to have project management proficiency and the ability to apply best practices to support these functions.

Requirements

  • Bachelor’s degree preferred.
  • 3 – 5 years of experience leading business analysis and driving operational change.
  • 3 – 5 years of experience with project accounting and financial analysis.
  • Demonstrated ability to independently plan and execute current state and fit/gap analysis of as-is policies and processes to identify gaps, improvement opportunities, and solutions to achieve business strategies for meeting regulatory requirements, preferably within the financial services industry, or for the supervision of financial institutions.
  • Ability to define functional requirements for achieving the desired target state, clearly describe how this differs from the current state, and validate the feasibility of implementing the target state based on known constraints and available technologies or solution options.
  • Ability to trace data movements through business workflows and processing logic, and recognize patterns, trends, and gaps through data analysis.
  • Ability to develop business models to determine investment needs and return on investment for strategic initiatives, including initiatives involving software development.
  • Ability to analyze financial data to support project accounting, including the evaluation of expenditures, develop predictive financial models to aid in strategic decision-making, determine baseline financial metrics, and monitor project performance against agreed measures.
  • Strong planning skills that reflect the ability to identify key tasks and dependencies across multiple projects at various stages in their respective life cycles and optimize resource utilization.
  • Organizational savvy and the ability to work collaboratively with a diverse range of stakeholders to drive change and influence while facilitating scope and plan alignment across multiple business areas that have competing priorities.
  • Demonstrated understanding of project management principles and methodologies, whether waterfall or Agile, and knowledge of standard office and project management tools.
  • Excellent problem-solving and critical-thinking skills.
  • Detail oriented with the ability to review, understand, produce, and edit business documents and technical deliverables with high degree of accuracy and technical proficiency.
  • Ability to follow instructions, exercise good judgment when resolving issues or raising escalations, and work under pressure.
  • Strong written and oral communication skills, including the ability to deliver live, effective presentations to an audience reflecting a broad range of business acumen and project experience.
  • Ability to edit and format program artifacts and deliverables for conformance to style guides accepted by the organization.

Nice To Haves

  • Experience working for large-scale software development initiatives implementing new and modified workflows for an enterprise across all phases of the Software Development Life Cycle is a plus.
  • Experience working to determine investment needs and develop business cases and rationale for new initiatives or project continuation is a plus.
  • Software development experience as a technical analyst, application developer, or software engineer is preferred.
  • Project planning experience, including the development of a work break-down structure, estimation of effort and resource needs, optimization of resource utilization and dependencies management, and planning of contingencies is preferred.
  • Experience developing business strategies and multi-year plans for an enterprise in collaboration with executive leaders is a plus.

Responsibilities

  • Lead the analysis and documentation of complex as-is and to-be business processes across multiple business domains and determination of functional designs for new and modified solutions. Solutions may include software implementing workflows and business rules that integrate various technology components, subsystems, or business processes.
  • Lead the analysis of multiple implementation scenarios and associated costs, risks, and benefits for achieving the desired target state.
  • Facilitate cross-stream alignment on delivery constraints, including scope, schedule, and resources across a matrixed team comprising staff and vendors from multiple business disciplines.
  • Execute the Program Management Office’s strategy for enhancing the organization’s project management competence by delivering presentations, supporting office hours, and providing day-to-day guidance to peers on internal standards and project management best practices.
  • Support the Program Management Office’s oversight of enterprise initiatives, including the monitoring and reporting of program health to executive leaders and board-level authorities.
  • Collaborate within Finance & Office Operations team to analyze historical and current financial data to determine delivery feasibility and financial health of strategic projects and develop financial reports that enable strategic decisions by program leaders.
  • Define metrics that drive and measure the performance of all project teams and develop strategies to continuously improve delivery methods, internal standards, and governance processes.
  • Research, evaluate, and stay current on emerging tools, techniques, and technologies as well as best practices in software development and project management.
