About The Position

The Associate Program Manager for Home Weatherization serves as a key contributor to the success of the ICF retrofit engagement initiative, working closely with the Senior Program Manager to ensure seamless program execution. In this role, the Associate Program Manager supports the operational and management aspects of delivering energy efficiency services to income-qualified households, helping to advance program goals and maintain compliance with regulatory standards. From the initial stages of customer intake and eligibility verification through contractor scheduling, installation oversight, and post-installation quality assurance, the Associate Program Manager plays an integral part in managing the full lifecycle of retrofit projects. This position requires a strong understanding of residential energy efficiency practices, including direct install measures, HVAC upgrades, and building envelope improvements, to ensure that all weatherization measures are implemented effectively and meet program requirements. Acting as a liaison between internal teams, trade allies, and community partners, the Associate Program Manager fosters clear communication and collaboration to keep projects on track and stakeholders engaged. Beyond day-to-day coordination, this role contributes to data tracking and reporting, identifying operational bottlenecks, and recommending solutions that drive continuous improvement and enhance customer satisfaction. Success in this position calls for a blend of project coordination skills, technical knowledge of weatherization practices, and a deep commitment to serving vulnerable populations through equitable and impactful energy programs. By supporting the Senior Program Manager and ensuring operational excellence, the Associate Program Manager helps deliver meaningful outcomes for households and communities across the retrofit engagement initiative.

Requirements

  • Bachelor’s degree in energy management, environmental science, public administration, or related field (one year of experience can be substituted for one year of education).
  • 5+ years of experience in program coordination, preferably in energy efficiency or housing services.

  • Experience working with income-qualified programs or utility-sponsored initiatives.
  • Knowledge of NJ Shares, Census Tract eligibility, and community outreach strategies preferred.
  • Proficiency in MS Office Applications (Word, Outlook, Excell, PowerPoint)
  • Bilingual (English/Spanish) preferred.

Responsibilities

  • Assist in managing day-to-day operations of the Home Weatherization Retrofit Engagement, including subcontractor oversight.
  • Support the implementation of Phase 1 (Energy Assessment & Direct Install) and Phase 2 (HVAC, Water Heating, and Weatherization) workstreams to meet production goals.
  • Monitor customer feedback and complaint tracker, driving timely resolution and maintaining a positive customer experience.
  • Track project progress, address service interruptions promptly, and ensure subcontractors respond within required timelines.
  • Report on daily service interruption and ensure subcontractors’ timely response to resolve it.
  • Collaborate with subcontractors, field teams and other stakeholders to promote program awareness and drive participation.
  • Serve as a primary point of contact for contractors and field teams, resolving operational issues and facilitating clear communication.
  • Prepare and deliver reports for internal and external stakeholders, including summaries of production progress and recommendations for improvement.
  • Participate in technical training sessions and contribute to continuous improvement efforts.
  • Identify operational inefficiencies and recommend process enhancements to improve turnaround time and service quality.
  • Support quality assurance protocols and ensure adherence to BPI standards for energy efficiency retrofit.
  • Represent the program at community events, workshops, or partner meetings to enhance visibility and drive enrollment.
