The Senior Program Manager, Tunnel Construction assists in managing the geotechnical/civil engineering tunnel construction phase of the Authority’s multi-billion dollar 25-year Combined Sewer Overflow Long-Term Control Plan (CSO LTCP), which includes federally enforceable consent decree driven milestones. The incumbent is expected to carry out assignments independently, to include interpreting policies and regulations and coordinating work with others. Methodology and approaches to solving problems are regularly determined by the incumbent.

Requirements

  • Required Experience: Minimum of seven (7) years of progressive tunneling project and construction management experience with a preference that included four (4) years’ experience in hard rock tunnel excavation utilizing drill and shoot sequential excavation methods.
  • Minimum Education Requirements: Bachelor’s degree in Civil Engineering, Mining Engineering, Geotechnical Engineering, Geology, Construction Management, or related Engineering degree from an accredited college/university with an Accreditation Board of Engineering and Technology (ABET) curriculum, or ABET equivalent
  • Required Skills: Expert current knowledge of geotechnical/civil tunnel engineering construction principles and multiple progressive project delivery methods

  • Written and Verbal Communication Skills
  • Program and Project Management and Administration including Construction Detail Oriented
  • Required Licenses & Certifications: DC Professional Engineering License (PE)
  • Physical Requirements: General office conditions. Field work is subject to: Indoor and/or outdoor environmental conditions that include exposure to extreme cold and/or extreme hot temperatures. Noise and hazards from a variety of physical conditions. Atmospheric conditions that affect the respiratory system or skin such as fumes, odors, dust, mists, gases or poor ventilation, or to exposure to oils or other cutting fluids.

Nice To Haves

  • Preferred Experience: Water and sewer system planning, design and construction experience
  • 10 years of experience in underground tunneling (rock and/or soft ground)
  • Knowledge of alternative delivery methods including design-build, construction manager at risk, progressive design-build

Responsibilities

  • Duties within the scope of the practice of engineering will be performed under the responsible charge of a District of Columbia licensed PE as defined in D.C. Official Code Section 47–2853.131.
  • Serves as the geotechnical/civil tunneling engineer for assessment, planning, design oversight, procurement assistance and construction oversight of the tunnel systems related to CSO LTCP, to include design and construction management and administration for a program consisting of multiple large contracts and large tunneling contracts using multiple project delivery methods; ensures compliance with applicable safety rules and regulations, environmental regulations and standards, and the Authority’s policies and procedures
  • Assists the Senior Manager, Construction and other Clean Rivers Staff on program and construction management and administration related to the CSO LTCP project.
  • Administers consultant agreements on projects related to sewer tunnel system planning and engineering programs.
  • Prepares and reviews project schedules and budgets and reviews and recommends payment of invoices.
  • Reviews project change orders, work change directives, and cost estimates and identifies and recommends corrective actions to technical problems that arise during planning, design and construction.
  • Reviews construction sequencing and safety plans received from contractors and identifies potential risks and their impact on project schedules.
  • Coordinates engineering projects with other DC Water departments and engineering disciplines.
  • Manages geotechnical and geotechnical instrumentation data and data related to existing or facilities under construction following current tunneling practices as it relates to CSO LTCP.
  • Conducts site visits to document the progress of projects and to ensure compliance with design and construction documentation.
  • Reviews documents received from consultant engineering firms for quality control and compliance with requirements for large tunneling projects delivered using multiple delivery methods.
  • Monitor the program consultants’ efforts to identify and mitigate potential sources of project delays during the construction phase.
  • Performs other duties and projects as assigned at the discretion of the immediate supervisor.
