About The Position

Boeing Defense, Space & Security (BDS) is seeking a Senior Program Manager to join the Executive Transport and Surveillance (ET&S) team in Oklahoma City, OK or San Antonio, TX. This role will lead the National Airborne Operations programs, supporting United States Air Force customers. The portfolio includes long-term sustainment, obsolescence, modification, and engineering support activities for a 747 derivative aircraft fleet. The position directs cross-functional teams, interfaces with external customers, and oversees significant internal resources. Strong communication and organizational skills are critical to success in this position, along with the ability to build strong relationships, collaborate in a cross-functional environment, and utilize problem-solving skills to proactively identify and manage risks and opportunities. This position is expected to be 100% onsite. The selected candidate will be required to work onsite at one of the listed location options. This position requires the ability to obtain a U.S. Security Clearance for which the U.S. Government requires U.S. Citizenship. An interim and/or final U.S. Secret Clearance Post-Start is required.

Requirements

  • 5+ years of experience in Program Management Best Practices (i.e., Requirements Management, Resource Management, Integrated Planning and Scheduling, Financial Oversight, Earned Value Management (EVM), Program Performance Management, Supplier Integration, RIO (Risk, Issue, Opportunity) Management, Program Communication, Senior Leadership Reviews, etc.)
  • 5+ years of experience managing risks, cost performance and schedule performance
  • 5+ years of experience in developing and deploying organizational strategies and leading long-range business plan processes
  • 5+ years of experience developing and maintaining relationships and partnerships with senior executives, customers, stakeholders, peers, and partners
  • 5+ years of experience leading or managing program performance utilizing Earned Value Management (EVM)
  • 5+ years of experience with RIO (Risks, Issues and Opportunities) processes and tools
  • 5+ years of experience leading or managing proposal development and negotiating government contracts
  • This position requires the ability to obtain a U.S. Security Clearance for which the U.S. Government requires U.S. Citizenship. An interim and/or final U.S. Secret Clearance Post-Start is required.
  • This position must meet U.S. export control compliance requirements. To meet U.S. export control compliance requirements, a “U.S. Person” as defined by 22 C.F.R. §120.62 is required. “U.S. Person” includes U.S. Citizen, U.S. National, lawful permanent resident, refugee, or asylee.

Responsibilities

  • Manages employees and mid-level managers performing business management activities in the area of Program Management
  • Develops and executes integrated organizational plans, policies and procedures and guides the development of business and technical strategies, goals, objectives
  • Acquires resources for organizational activities, provides management of suppliers and leads process improvements
  • Builds and maintains relationships and partnerships with customers, stakeholders, peers, partners and direct reports
  • Provides oversight and approval of business approaches, products and processes
  • Develops and manages financial targets to align with long-range business unit objectives
