About The Position

The Florida Department of Children and Families (DCF) is the state of Florida’s social services agency. The agency oversees services for child safety, fostering, adoption, domestic violence, adult protective services, refugees, homelessness, mental health, substance abuse, childcare providers, human trafficking and public assistance. The agency’s mission is to work in partnership with local communities to protect the vulnerable, promote strong and economically self-sufficient families, and advance personal and family recovery and resiliency. Within DCF, The Office of Licensing is the regulatory authority responsible for the oversight of the licensure and regulation of all substance use disorder treatment providers in the state. The statewide system of care is dedicated to the prevention, treatment, and recovery of individuals with serious mental illness or substance use disorders. The Office of Licensing regulates licensed Substance use disorder Treatment Facilities, including Methadone Medication-Assisted Treatment (MAT) providers, as well as provides oversight for Designated Receiving Facilities. This is a highly independent position. This position will be a member of the statewide substance abuse and mental health (SAMH) licensing technical assistance advisory team, and will be responsible for developing, implementing, monitoring, and evaluating statewide SAMH licensing policies and procedures to ensure that regulatory standards are uniformly applied and followed in the regions that are assigned by the supervisor.

Requirements

  • Knowledge of SAMH licensing and training policy and procedures.
  • Knowledge of statutory and administrative rule language and legal opinions related to SAMH licensing.
  • Ability to review and comprehend program policy, statutes, rule, legal opinions, etc.
  • Possess skills to effectively research related information for technical assistance and support to licensing staff throughout the state.
  • A bachelor's degree from a college or university and four years of professional experience in systems analysis, management analysis, program planning, program research, program evaluation, engineering or administrative work.
  • A master's degree from a college or university can substitute for one year of the required experience.
  • Professional or nonprofessional experience as described above can substitute on a year-for-year basis for the required college education.

Nice To Haves

  • Clinical experience is preferred.
  • 1-2 years of experience with licensure or substance use disorder treatment programs, preferred.

Responsibilities

  • Provides technical assistance and makes recommendations to regional licensing and training staff and management in areas of quality improvement and quality integrity.
  • Monitors program management procedures to ensure quality of service and compliance with statutes, rules, procedures and policies.
  • Assists with policy development and methods for reviewing, monitoring and evaluating quality of services and compliance with statutes, rules, procedures and policies in collaboration with licensing staff.
  • Train and mentor licensing staff positions out-posted in each Region.
  • Identifies improvements and strategies, and corrective actions necessary to ensure program effectiveness and efficiency and monitors for compliance.
  • Provides guidance and technical assistance for overall coordination in collaboration with program specialist.
  • Participates in regional visits and statewide activities with the SAMH licensing Office, including team monitoring, district interventions and statewide training.
  • Coordinates with contract administration on contract evaluation, monitoring and corrective actions with service providers.
  • Performs related duties as required.
