About The Position

ITC Defense is seeking an experienced Senior Program Analyst to support defense and submarine programs with knowledge of International Traffic in Arms Regulations (ITAR) and Export Administration Regulations (EAR) compliance, Foreign Military Sales (FMS) and AUKUS-related initiatives.

Requirements

  • Bachelor's degree in a related field.
  • 10–15 years of program management experience in defense logistics, manufacturing, submarine, or related industries.
  • Deep understanding of ITAR, EAR and Foreign Military Sales (FMS) and AUKUS processes.
  • Demonstrated success managing multi-million-dollar international programs.
  • Strong leadership, communication, and stakeholder management skills.
  • Minimum 5 years of experience supporting FMS efforts.
  • U.S. Citizenship required due to government contract requirements.
  • Active Secret Clearance or the ability to obtain.

Nice To Haves

  • PMP Certification (active and in good standing).
  • Experience working with the U.S. Department of Defense (DoD) or international defense ministries.
  • Experience in program management with international partner military organizations.
  • Familiarity with DFARS, EAR, and other export control frameworks.
  • Prior military or defense contractor background is a plus.
  • Master’s degree in Engineering, Business, or related field.

Responsibilities

  • Support end-to-end program execution for small to medium-sized international defense contracts, ensuring compliance with ITAR/EAR and FMS regulations.
  • Serve as the primary point of contact for U.S. government and foreign military stakeholders.
  • Develop and manage integrated master schedules, budgets, risk mitigation plans, and all contract deliverables.
  • Coordinate with engineering, legal, compliance, and supply chain teams to ensure program success.
  • Support recruiting, vetting, and hiring activities as needed to gain and maintain adequate staffing.
  • Provide oversight and direct engagement with suppliers and partners across the Maritime Industrial Base (MIB) to enhance capacity and capabilities to meet customer requirements for products, services, and labor skill mix.
  • Support the implementation of AUKUS initiatives.
  • Prepare and deliver executive-level briefings and program status reports.
  • Ensure all deliverables meet quality, cost, and schedule requirements.
  • Maintain strict adherence to U.S. export control laws and regulations.
  • Intermittent travel to Washington D.C. is expected.
  • Other duties as assigned.
