Allegheny Science & Technology (AST) is seeking a Sr. Program Analyst to provide programmatic, analytical, and stakeholder coordination support to federal program offices responsible for energy infrastructure, grid modernization, and related policy initiatives. This includes a particular focus on the Department of Energy's Puerto Rico Energy Resilience Fund (PR-ERF), which supports Puerto Rico's grid resilience efforts following natural disasters and decades of underinvestment. The goal of the PR-ERF is to increase energy reliability and reduce the energy burden of vulnerable residents. The position serves as the primary coordinator for stakeholder inquiries and external engagement requests, managing the full lifecycle of stakeholder interactions—from initial intake and issue identification through internal coordination, regulatory analysis, leadership review, and formal response. Working closely with program leadership, technical staff, legal counsel, and interagency partners, the Coordinator ensures that inquiries from states, utilities, industry organizations, congressional offices, and other stakeholders are tracked, analyzed, and routed through the appropriate DOE decision and approval workflows. This includes coordinating briefing materials, facilitating internal reviews, supporting regulatory documentation, and maintaining communication channels that ensure timely and transparent responses. The role also provides project management support when DOE engages with project proponents or external stakeholders on infrastructure proposals, regulatory matters, or legislative inquiries. Stakeholder Inquiry Intake and Case Management: The Coordinator manages the intake, tracking, and resolution of inquiries from external stakeholders. This function supports DOE's broader goal of maintaining effective coordination with stakeholders involved in energy infrastructure development and policy implementation. Regulatory and Legislative Coordination: The Coordinator supports internal coordination related to regulatory, policy, and legislative matters affecting DOE programs. Federal agencies must publish regulatory proposals and final rules through formal rulemaking procedures that allow public notice and comment before finalizing regulations. DOE Decision Process Coordination: The Coordinator supports internal DOE approval processes associated with stakeholder requests, project proposals, and regulatory actions. DOE programs frequently coordinate with other federal entities during project authorization or regulatory review processes to improve decision timelines and ensure agencies receive complete information prior to review. Stakeholder Engagement and External Coordination: The Coordinator assists in planning and executing engagement activities with external partners. Project Management Support: The Coordinator provides project management support.
