The Office of Access & Inclusion (OA&I) leads the grantmaking for legal services, and policymaking on access to justice and diversity, equity, and inclusion work at the State Bar. In 2025, OA&I, working with the Legal Services Trust Fund Commission and the Board of Trustees, distributed approximately $313 million to 114 nonprofit legal aid organizations throughout the state. OA&I also supports various initiatives to promote and advance diversity, equity, and inclusion in the legal profession by partnering with other offices of the State Bar and external stakeholders. The State Bar of California seeks two full-time Senior Program Analysts to join its access to justice and diversity and inclusion team. The hiring team may consider applications for one or both positions. Candidates are welcome, though, to describe their interest in either or both roles in their materials. Position 1: Responsibilities may include researching and drafting policies about legal profession regulations and other legal innovations; developing an access to justice research and programming portfolio to support California legal aid amidst changes in funding and policy; supporting the development of coordinated intake systems; administrative rulemaking; developing and managing projects to advance access to the legal system and diversity, equity, and inclusion in California’s legal profession; and maintaining important relationships with volunteers, agencies, grantees, and other stakeholders. A small portion of the Senior Program Analyst’s responsibilities may include grants administration. This position will require travel to visit in-person with State Bar grantees and other stakeholders. Position 2: Responsibilities will include administering grants for legal services to low-income Californians; researching and writing for memos to a public commission, council, and committees; coordinating, presenting to, and developing important relationships with commissioners, public agencies, nonprofit grantees, volunteers, and other partners; and crafting regulations and other policies to increase transparency, efficiency, and impact in administering grants. Some of the Senior Program Analyst’s responsibilities may include developing and managing projects that advance Californians’ access to the legal system and diversity, equity, and inclusion in the legal profession. This position will require travel to visit in-person with State Bar grantees and other stakeholders. For both roles, the Office of Access and Inclusion (OA&I) seeks a Senior Program Analyst in the Los Angeles office or San Francisco Office. The salary for this position is $104,308 - $139,079. This position will allow for up to four days of remote work per week. The incumbent will help with policy development, grants administration, and make visits with grantees. Under general direction, the Senior Program Analyst conducts professional-level analysis and administers programs and/or functions; performs specialty assignments and acts in a lead capacity with respect to lower-level professional and support staff; and performs related work as required. The Senior Program Analyst is the lead/advanced journey-level professional class performing advanced, specialized work of a professional nature, utilizing skills that require technical expertise and an understanding of complex analytical procedures and program processes. Incumbents exercise a high degree of professional judgment with considerable independence. This class may function as the lead over professional, technical, and/or administrative support personnel on an ongoing or project basis. Responsibilities include project planning and the performance of high-level professional analyses and services in the division/unit to which they are assigned.
