About The Position

The Pennsylvania Department of Human Services (DHS) is seeking a Senior Product Specialist (PS6) to support the Health and Human Services Delivery Center for the HR1 initiative. This role provides strategic product management leadership for digital platforms that connect millions of Pennsylvanians to health and human services and benefits.

This position is primarily teleworking, but the selected candidate must be able to travel onsite as needed to the Harrisburg office.

Requirements

• 5+ years of experience in technical or strategic product management
• Experience delivering technology for Health and Human Services (HHS) or federally funded programs such as SNAP, Medicaid, TANF, or Unemployment Insurance
• Proven experience managing complex technical products involving legacy systems and complex data structures
• Experience leading cross-functional teams in government environments
• Strong ability to communicate with non-technical audiences and support teams new to Agile and user-centered design
• Excellent oral, written, and visual communication skills
• Strong facilitation, leadership, and people management skills
• Experience managing vendor teams and working with multiple vendors
• Demonstrated bias toward action, delivery, and results

Responsibilities

• Drive, refine, and execute a strategic product roadmap to meet HR1 mandates in collaboration with DHS and external stakeholders
• Define product vision, key milestones, and success metrics aligned with program goals
• Lead cross-functional teams to research problems, assess opportunities, and execute implementation plans
• Facilitate development of business, functional, and system requirements through interviews, workshops, and analysis
• Serve as a liaison between business teams, IT, and vendors throughout the product lifecycle
• Translate policy and administrative goals into impactful digital product solutions
• Improve business and system operations through policy, process, and standards development
• Utilize user research, analytics, and insights to drive product decisions and prioritization
• Deliver high-quality recommendations and presentations to executive and leadership audiences
